<section style="text-align: center; padding: 0.5em; visibility: visible;" nodeleaf="" data-mpa-action-id="mepk6xi44oh" data-pm-slice="0 0 []"></section>海西房产网（微信公众号：fjhxfcw）消息：8月13日，福州市自然资源和规划局、福州市住房和城乡建设局、福州市不动产登记和交易中心联合下发“关于印发《关于支持房地产项目开发建设的若干措施》的通知（榕自然规〔2025〕1号）”。“若干措施”明确，允许商品房地下室车位分批预售许可。8月22日，福州市不动产登记和交易中心官网刊发一则消息透露，该新规已经正式实施。此次新规，允许企业根据商品房地下室施工进度，明确标识地下室车位分批预售许可的具体范围后，在申请地上部分商品房预售许可时，一并申请地下室车位分批次预售许可。该项创新举措一经媒体报道后，看到的开发企业和购房群众都感到高兴，纷纷“点赞”——“这次我们市里允许商品房地下室实行分批次预售许可，符合了我们房地产开发企业的合理诉求，我们可以加快商品房地下室车位去化速度，推动商品房地下室车位与地上住宅同步销售，我们企业预售回款效率也会有所提升！”前来中心咨询办理地下室车位分批许可的开发企业坦言。而对群众来说，有的在购房同时也有购置车位需要，措施出台实施后，群众就可以提前锁定满意的车位，一次性办妥车位及住宅购房手续，减少跑动办手续的次数。从企业群众的反馈来看，这项措施扎扎实实是助企便民的好政策。福州市不动产登记和交易中心表示，为尽快满足市场对地下室车位分批预售许可的申办诉求，加快利好措施落地落实，立足职能定位，主动靠前服务，对优化商品房地下室车位分批预售明确了一系列细化落实举措。对提出分批预售地下室车位申请的开发企业，福州市不动产登记和交易中心对此类项目应当具备的申请条件、办理流程、开发企业应落实的主体责任等作出明确要求。一是此类项目申请许可车位应与地上部分住宅（或商业办公用房）一并申请办理，申请范围应已完成底板及顶板施工，顶板±0.00完成混凝土浇筑。二是开发企业应委托测绘单位对该项目申请范围与施工进度进行测绘并出具确认报告。中心将根据报告再次现场实勘确认，核实申请范围内地下室顶板施工建设情况，不符合施工进度要求的将暂缓预售许可。首批次申请的地下室车位单独办理商品房预售许可证，后续根据企业分批次申请办理预售许可变更手续。最后一次地上部分申请许可时，余下车位应一并申请预售许可，整个地下室车位为统一商品房预售许可证号及预售资金监管账户。三是要求开发企业书面承诺，严格按照规划设计图纸施工，不得随意变更规划设计。剩余分批地下室应抓紧施工，按计划完成竣工建设。该创新举措实施，将较好地满足购房群众同步选购住房和车位的需求，将较好地促进地下室车位的销售去化，促进房地产市场良性发展，实现买卖双方共赢。<section data-tools="135编辑器" data-id="93653" data-pm-slice="0 0 []" style="-webkit-tap-highlight-color: transparent;
