城头围垦，一段艰苦卓绝的创业

text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><span style="font-size: 14px;box-sizing: border-box;"><span leaf="">筑堤之初，采用棱体抛筑与土方闭气（注：工程技术用语，指填实堤体，防止漏水垮堤）加大堤身断面相结合的办法，抛筑一段，巩固一段。由于抛筑棱体及土方单边向西延伸，改变了潮水涨退流向，致使棱体两侧冲刷成两条港道，沟深1-2米，宽30-50米，相应增加了土石方量。为此，县指挥部召开“诸葛会议”，结合现场勘察，决定采用铺底压载的办法。但因石料来源不足，铺底厚度不够，底部又多是粉沙土，结果经受潮水冲刷之后又被全部冲走，前功尽弃。 </span></span></p><p style="text-indent: 2em; text-wrap: wrap; margin-top: 0px; margin-bottom: 0px; padding: 0px; box-sizing: border-box;"><span style="font-size: 14px;box-sizing: border-box;"><span leaf="">然而因龙口狭小，大潮到来时，大堤内外形成较大的潮水位差，压迫堤身。加上后期集中抢筑的980米土堤，堤身高程不够，外无护坡跟上，在东北风与大潮夹击下，土堤与棱体接头处，被冲决3段，长度280米。后经动员1500多个劳力，26000多条尼龙袋、20条船、200多架胶轮车，历时8天极力抢险，终于修复了缺口。 </span></span></p><p style="text-indent: 2em;
