福建发布十条措施！事关困难群众基本生活保障

!important;">《通知》要求，加强民政、财政、教育、人社、住建、医保等部门沟通协调，不断加大低收入人口救助力度。调整优化低保“单人户”政策，将财产状况符合规定的低收入家庭中的重残人员和三级智力、精神残疾人，以及重病患者等特殊困难人员，参照“单人户”纳入低保；符合医疗、教育、住房、就业等专项救助条件的，由相关部门依规纳入相应救助范围。对刚性支出较大导致基本生活出现严重困难的低收入人口，根据实际需要给予临时救助或实施其他必要救助措施。</span></p><p !important;">对遭遇规定情形导致生活陷入困境，靠自身和家庭无力解决，其他社会救助制度暂时无法覆盖或救助之后生活仍有困难的家庭或个人，由户籍所在地、急难发生地和经常居住地通过临时救助或生活无着流浪乞讨人员救助给予应急性、过渡性生活保障。提高临时救助筹资标准，2021年起对省级财政转移支付分档比例为20%、40%、60%、80%的县（市、区），分别按照户籍人口每人每年7元、8元、8元、10元的标准筹集临时救助资金，省级财政补助比例不变，对23个原省级扶贫开发工作重点县继续按10元标准予以全额补助。</span></p><p !important;">此外，适应困难群众多样化的救助需求，加快形成社会救助服务多元供给格局，在加强资金、物质帮扶的同时，探索通过政府购买服务等方式，对社会救助家庭中生活不能自理的老年人、未成年人、残疾人等特殊困难群体提供必要的访视照料、关爱帮扶服务，创新形成“资金＋物质＋服务”救助方式。鼓励社会工作服务机构和社会工作者，通过购买服务、开发岗位、政策引导、提供场所、设立乡镇（街道）社会工作站等方式，协助社会救助部门开展服务。</span></p></section></section></section></section></section><section
