15px;">根据《中共中央国务院关于实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接的意见》《住房和城乡建设部财政部民政部国家乡村振兴局关于做好农村低收入群体等重点对象住房安全保障工作的实施意见》《福建省委扶贫开发成果巩固与乡村振兴工作领导小组关于健全完善防止返贫动态监测和帮扶机制的实施办法》，结合我省实际，现就逐步建立健全农村低收入群体住房安全保障长效机制、实现巩固拓展脱贫攻坚成果同乡村振兴有效衔接，制定如下实施方案。</span></p><p><span style="font-size: 15px;">一、保障对象</span></p><p><span style="font-size: 15px;">（一）巩固拓展脱贫攻坚成果方面。农村住房安全保障对象主要是农村低收入群体，包括农村低保户、农村分散供养特困人员、农村易返贫致贫户，以及因病因灾因意外事故等刚性支出较大或收入大幅缩减导致基本生活出现严重困难家庭（简称“突发严重困难户”）等。</span></p><p><span style="font-size: 15px;">（二）接续推进乡村振兴方面。为保持农村危房改造政策和农村住房救助政策的延续性，对农村低保边缘家庭和未享受过农村住房保障政策支持且依靠自身力量无法解决住房安全问题的其他脱贫户（简称“其他脱贫户”）给予支持。</span></p><p><span style="font-size: 15px;">以上统称农村低收入群体等重点对象（以下简称“重点对象”），属无房户或其住房经鉴定属C级或D级的，纳入住房安全保障范围。</span></p><p><span style="font-size: 15px;">二、建立台账</span></p><p><span style="font-size: 15px;">（一）推送名单。县级乡村振兴部门每月下旬向同级住建部门推送脱贫户、农村易返贫致贫户、突发严重困难户名单。县级民政部门每季度最后一个月下旬向乡（镇）人民政府和县级住建部门推送农村低保户、分散供养特困人员、低保边缘家庭名单。各类对象动态调整名单同步报送。</span></p><p><span style="font-size: 15px;">（二）筛查鉴定。收到名单后，县级住建部门要立即督促乡（镇）人民政府每月开展住房安全筛查和危房鉴定，鉴定可采取以下2种方式：</span></p><p><span style="font-size: 15px;">1、委托有资格的房屋安全鉴定机构开展农村住房安全鉴定，一、二层适用《农村住房安全性鉴定技术导则》，三层及以上适用《民用建筑可靠性鉴定标准》（GB 50292）；</span></p><p><span style="font-size: 15px;">2、聘用具有中级及以上职称的建筑结构工程师组成鉴定小组开展简易鉴定（适用一、二层农房，参照附件1）。</span></p><p><span style="font-size: 15px;">鉴定结果分A、B、C、D四个等级，乡（镇）人民政府应将鉴定结果及时书面告知村委会和农户。</span></p><p><span style="font-size: 15px;">（三）建立台账。重点对象属无房户或其住房经鉴定属C级或D级的，纳入住房安全保障范围，乡（镇）人民政府于10月中旬建立本乡（镇）台账，县级住建部门于10月下旬建立本县（市、区）台账（参照附件5），实行对账销号制度。此后，县级住建部门和乡（镇）人民政府要根据每月筛查鉴定和农村危房改造（抗震改造）进展情况，动态更新台账。</span></p><p><span style="font-size: 15px;">三、保障方式</span></p><p><strong><span style="font-size: 15px;">重点对象可通过农村危房改造、造福工程、保障安全等方式解决住房安全问题。资金来源通过农户自筹资金为主、政府予以适当补助方式。</span></strong><span style="font-size: 15px;">农村危房改造可选择加固改造、拆除重建或选址新建等方式。保障安全方式包含统建农村集体公租房、修缮加固现有闲置公房、盘活农村闲置安全房屋等方式，供重点对象周转、租赁或置换，地方政府可给予一定补贴。</span></p><p><span style="font-size: 15px;">重点对象已实施过农村危房改造但由于自然灾害等原因又变成危房的，可<strong>将其再次纳入保障范围，但已纳入因灾倒损农房恢复重建补助范围的，不得重复享受农村危房改造支持政策。</strong></span></p><p><strong><span style="font-size: 15px;">7度及以上抗震设防地区的重点对象住房达不到当地抗震设防要求的，引导农户因地制宜选择拆除重建、加固改造等方式实施改造，改造后应同步达到当地抗震设防标准。</span></strong><span style="font-size: 15px;"></span></p><p><span style="font-size: 15px;">四、操作程序</span></p><p><span style="font-size: 15px;">（一）农户申请。重点对象属无房户或其住房经鉴定属C级或D级的，可由农户本人向村委会提出书面申请，并提供户籍证明、危房照片（无房户除外）、危房鉴定（抗震鉴定）等材料。对于保障对象中失能失智无法提出申请的特殊人员，由村委会帮助其提出住房保障申请。</span></p><p><span style="font-size: 15px;">（二）集体评议。村委会召开村民会议或村民代表会议进行民主评议，评议结果在村务公开栏进行公示。申请农村危房改造的，填写《福建省危房改造审批表》（附件2）或《福建省农房抗震改造审批表》（附件3）；选择拆除重建或选址新建的，还要按照《福建省农业农村厅福建省自然资源厅福建省住房和城乡建设厅关于规范农村宅基地审批管理的通知》办理审批手续。</span></p><p><span style="font-size: 15px;">（三）乡镇审核。乡（镇）人民政府组织人员进行入户审核，经审核符合条件的，由乡（镇）人民政府签署意见报县级住建部门，审核结果要在村务公开栏进行公示。</span></p><p><span style="font-size: 15px;">（四）县级审批。县级住建部门会同民政或乡村振兴部门进行复核，对符合补助对象条件的，予以审批，审批结果在村务公开栏进行张榜公示。公示内容包括：户主姓名、住址、住房状况、重点对象类型、改造方式等。</span></p><p><span style="font-size: 15px;">（五）竣工验收。属于统规统建的，依法向县级住建部门办理质量监督等手续，竣工后由建设单位按规定程序组织验收；非统规统建的，由乡（镇）人民政府负责监管，竣工后由乡（镇）人民政府委托有资质的房屋安全鉴定机构进行安全性评定，评定达到A、B级后组织农户验收。通过验收的，由乡（镇）人民政府出具《农村危房改造（抗震改造）验收表》（附件4）。</span></p><p><span style="font-size: 15px;">（六）拨付资金。县级财政部门应在收到补助资金的30日内将补助资金下达乡（镇）人民政府，乡（镇）人民政府在通过验收后30日内按照国库集中支付制度将补助资金足额发放到农户账户，并同步录入到“福建省乡村振兴（扶贫惠民）资金在线监管系统”。重点对象经县级审批且已实施危房改造（抗震改造），因动态调整中途退出重点对象资格，经县级资格认定部门认定属于弄虚作假、申报不实骗取保障对象资格而退出的，收回补助资金，并由资格认定部门按有关规定处理；其他原因退出的，补助资金可以按规定予以拨付。由镇村组织危房改造的，在征得农户同意并签订协议的基础上，可将补助资金直接支付给施工单位。</span></p><p><span style="font-size: 15px;">补助对象在保障房屋基本安全的前提下，可将补助资金用于提升农房建设品质，完善农房使用功能。</span></p><p><span style="font-size: 15px;">（七）建立档案。乡（镇）人民政府要落实农村危房改造“一户一档”的农户档案管理制度，批准一户、建档一户，并及时将农户档案信息录入农村危房改造农户档案信息检索系统。市、县（区）住建部门要加强信息录入的审核校准，确保完整、真实、准确。农户纸质档案包括档案表、农户申请、户籍本、确认为重点对象的相关证明、危房鉴定表（无房户除外）、审核审批、公示、改造协议、住房安全性评定书（或竣工验收报告）、验收意见书（非统规统建农户）、改造前中后照片、资金拨付凭证等材料。农户档案要及时报送县级住建部门备案。</span></p><p><span style="font-size: 15px;">五、保障措施</span></p><p><span style="font-size: 15px;">（一）落实工作责任。重点对象住房安全保障工作实行省负总责、市县乡抓落实的责任机制，相关部门各司其职、合力推进。市县人民政府要建立工作机制，统筹推进落实重点对象住房安全保障各项工作。乡（镇）人民政府负责具体落实。设区市住建部门（厦门市住房局、平潭综合实验区交建局）要会同市财政、民政和乡村振兴部门细化工作措施，加强统筹协调和监督检查，督导落实。县级住建部门要会同县级财政、民政、乡村振兴部门和乡（镇）人民政府制定实施方案，明确职责分工，提出重点对象年度危房改造（抗震改造）计划和资金需求，报县（市、区）人民政府审定，并组织推进；县级财政部门负责安排农村危房改造补助资金、危房鉴定、安全性评定经费，加强资金使用监管；县级民政部门负责认定农村低保户、分散供养特困人员、低保边缘家庭，县级扶贫开发成果巩固与乡村振兴工作领导小组负责认定农村脱贫户、易返贫致贫户、突发严重困难户。</span></p><p><span style="font-size: 15px;">（二）拓宽资金筹措渠道。建立农户主体、政府补助、社会帮扶等多元化资金筹措机制。各地要统筹历年各级财政农村危房改造结转结余资金，按照实施改造年度的补助标准支持重点对象危房改造。市县可视情况对农户危房改造贷款给予贴息补贴，帮助自筹资金确有困难的农户解决危房改造资金问题。继续有效落实政策性农村住房保险，鼓励各地引导保险机构推广农村住房商业保险，减轻自然灾害等原因对农户住房和生活的影响。</span></p><p><span style="font-size: 15px;">（三）强化技术力量支撑。市县住建部门要统筹协调专家技术力量，公布专家、技术人员名录，供各乡（镇）人民政府对接；编制7度及以上抗震设防地区符合设防要求的村镇住宅通用图集，免费供农户选用。县级住建部门要督促乡（镇）人民政府开展村镇干部和农村建筑工匠培训。鼓励县乡采取政府购买服务等方式，委托设计、施工、监理、检测等有资质的专业机构开展排查鉴定和质量安全管理工作。</span></p><p><span style="font-size: 15px;">各设区市住建局、厦门市住房局、平潭综合实验区交建局于9月下旬前将细化工作措施报送省住建厅，并于每季度最后一个月下旬向省住建厅报送重点对象住房安全保障台账和有关工作经验成效。</span></p></section></section></section></section></section><section
