style="font-size: 16px;">各省、自治区、直辖市及新疆生产建设兵团人力资源社会保障厅（局）、教育厅（教委、教育局）：<br/></span></p><p style="margin-bottom: 20px;white-space: normal;text-indent: 2em;line-height: 2em;"><span style="text-indent: 0em;font-size: 16px;">为贯彻落实党中央、国务院“稳就业”“保就业”和全面实施乡村振兴战略的决策部署，促进高校毕业生就业，充实基层教师队伍，加强教师队伍建设，推动教育高质量发展，现就做好2021年中小学幼儿园教师公开招聘工作通知如下。</span></p><p style="margin-bottom: 20px;white-space: normal;text-indent: 2em;line-height: 2em;"><span style="font-size: 16px;">一、统筹高校毕业生就业和教师招聘，加强教师队伍建设。落实《中共中央组织部办公厅 人力资源社会保障部办公厅关于应对新冠肺炎疫情影响做好事业单位公开招聘高校毕业生工作的通知》（人社厅发〔2020〕27号），继续多措并举促进高校毕业生到中小学幼儿园就业。<strong><span style="color: rgb(5, 115, 175);">落实基层事业单位公开招聘倾斜政策，进一步鼓励和引导更多高校毕业生到基层中小学幼儿园任教，全面加强教师队伍特别是基层教师队伍建设，为教育高质量发展提供人才支撑。</span></strong></span></p><p style="margin-bottom: 20px;white-space: normal;text-indent: 2em;line-height: 2em;"><span style="font-size: 16px;">二、摸清岗位需求，重点补充紧缺学科教师。要摸清城镇乡村不同区域、不同学校的岗位需求，精准招聘所需学科教师，特别是要按照国家要求和学校需求，<strong><span style="color: rgb(5, 115, 175);">有针对性地加强思想政治、音乐、体育、美术、科学、劳动、特殊教育等紧缺学科教师招聘补充</span></strong>，着力解决教师队伍学科结构性矛盾；<strong><span style="color: rgb(5, 115, 175);">重点加大幼儿园教师补充力度</span></strong>，推进学前教育改革发展；结合高考改革选课走班的要求，<strong><span style="color: rgb(5, 115, 175);">加大力度补充普通高中紧缺学科教师</span></strong>，满足教育事业发展需要。</span></p><p style="margin-bottom: 20px;white-space: normal;text-indent: 2em;line-height: 2em;"><span style="font-size: 16px;">三、科学合理设置招聘条件，确保教师招聘质量。各地招聘公办、民办中小学幼儿园教师，应要求符合教师法、《教师资格条例》等法律法规规定的学历标准、普通话水平、身体条件和心理条件，取得中小学、幼儿园教师资格证书，符合新时代中小学、幼儿园教师职业行为十项准则要求，无刑事犯罪记录和其他不得聘用的违法记录。有条件的地方可根据当地实际需要，适当提高教师招聘的学历标准。<strong><span style="color: rgb(5, 115, 175);">受疫情影响，暂未取得教师资格证书的人员，可持在有效期内的中小学教师资格考试合格证明或笔试合格成绩（即“中小学教师资格考试NTCE成绩”，幼儿园、小学、中职教师资格为两科笔试成绩，初中、高中教师资格为三科笔试成绩）报名应聘。</span></strong><strong><span style="color: rgb(5, 115, 175);">严格“持证上岗”，所有拟聘人员在办理聘用手续前须取得中小学、幼儿园教师资格证书。</span></strong></span></p><p style="margin-bottom: 20px;white-space: normal;text-indent: 2em;line-height: 2em;"><span style="font-size: 16px;">四、<strong><span style="color: rgb(5, 115, 175);">深入实施“特岗计划”，保证招聘完成率。要按照“特岗计划”工作部署，切实做好义务教育阶段“特岗计划”招聘的组织实施工作。</span></strong>精心分配计划，优化待遇保障，广泛宣传政策，吸引广大高校毕业生应聘。一次性招聘未完成计划的省份，可以按规定依次递补聘用或组织二次招聘，保证招聘完成率。各地可结合实际在国家通用语言薄弱的“三区三州”等民族地区，探索开展学前教育阶段“特岗计划”试点。</span></p><p style="margin-bottom: 20px;white-space: normal;text-indent: 2em;line-height: 2em;"><span style="font-size: 16px;">五、创新教师招聘办法，强化乡村振兴人才保障。积极引导高校毕业生到乡村学校任教。在坚持公开招聘基本制度的基础上，<strong><span style="color: rgb(5, 115, 175);">适当放宽国家乡村振兴重点帮扶县的乡村中小学幼儿园招聘条件，可以拿出一定数量岗位面向本县市或者周边县市户籍人员（或者生源）招聘；招聘本科以上高校毕业生，可以结合实际情况，采取面试、直接考察的方式公开招聘，可以根据应聘人员报名、专业分布等情况适当降低开考比例，或不设开考比例，划定成绩合格线。</span></strong></span></p><p style="margin-bottom: 20px;white-space: normal;text-indent: 2em;line-height: 2em;"><span style="font-size: 16px;"><strong><span style="color: rgb(5, 115, 175);">各地要尽快启动教师公开招聘工作，</span></strong>通过多种途径广泛推介招聘信息，优化做好公开招聘报名、考试、考察、体检等工作，倒排时间工期，确保在8月15日前完成教师招聘任务。人力资源社会保障部、教育部将调度各地教师公开招聘进展情况，协调解决工作中的问题和困难。请各省（区、市）教育行政部门抓紧开展工作，及时向教育部教师工作司报送工作进展情况。在教师公开招聘工作结束后，报送《2021年中小学幼儿园教师岗位招聘毕业生情况统计表》。<span
