<p style="text-indent: 33px;line-height: 125%">本招标项目福清市江阴镇小麦村生命公园项目已由福清市相关部门批准建设，建设单位为福清市江阴镇小麦村民委员会， 建设资金来源上级拨款及自筹，招标人为福清市江阴镇小麦村民委员会，委托的招标代理单位为 福州兴建工程造价咨询有限公司。本项目已具备招标条件，现对该项目的施工进行公 开招标。</p>
<p style="margin-left:0;text-indent:34px;line-height:125%">2. <strong>项目概况和招标范围</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.1. 工程建设地点：位于福清市江阴镇小麦村；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.2. 工程建设规模：招标控制价为1277745元；工程发包价为1111638元；K=13%；</p>
<p style="margin-left:0;text-indent:34px;line-height:125%">2.3. 招标范围和内容：</p>
<p style="margin-left:34px;line-height:125%">（1）工程类别： 园林绿化工程；</p>
<p style="margin-left:34px;line-height:125%">（2）招标类型： 专业承包；</p>
<p style="margin-left:34px;line-height:125%">（3）招标范围和内容：福清市江阴镇小麦村生命公园项目施工，具体以招标图纸为依据，以招标人提供的工程量清单为准；</p>
<p style="text-indent:32px;line-height:125%">其中，用于确定企业资质及等级的相关数据： / ；</p>
<p style="margin-left:34px;line-height:125%">用于确定注册建造师等级的相关数据：/；</p>
<p style="text-indent:34px;line-height:125%">用于确定类似工程业绩的相关数据： /；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.4. 招标控制价（即最高投标限价，下同）：1277745元；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.5. 工期要求：施工工期60日历天，其中各关键节点的工期要求为（如果有）<strong>无</strong>；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.6. 标段划分（如果有）： / ；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.7. 质量要求：<strong>符合《城市绿化工程质量验收规程》(福建省工程建设地方标准DBJ13-90-2007、建设部备案号J11075-2007)合格标准</strong><strong>。</strong></p>
<p style="margin-left:0;text-indent:34px;line-height:125%">3. <strong>投标人资格要求及审查办法</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.1. 本招标项目要求投标人应具备有效的营业执照，且经营范围应包含园林绿化工程或城市园林绿化工程或绿化施工等相关范围（注：营业执照中未能明确体现其经营范围的，应附上工商行政管理部门出具或网上公示的能证明其经营范围满足上述条件的相关证明资料。</p>
<p style="margin-left: 0;text-indent: 28px;line-height: 28px">3.2. 投标人拟担任本招标项目的项目负责人须具备园林绿化专业中级及以上职称。拟派出项目负责人必须为独立投标人或联合体牵头人的本企业在岗人员。</p>
<p style="text-indent: 24px;line-height: 28px"><strong>备注：按福建省住房和城乡建设厅办公室发布的《关于贯彻执行〈园林绿化工程建设管理规定〉的通知》(闽建办风景〔2018〕11号)的规定，园林绿化专业指（下同）：园林、园林施工、园林规划设计、园林植物、风景园林、园林绿化、园艺、景观、环境艺术、市政园林等专业。</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.3. 本招标项目<strong>不接受</strong>联合体投标。招标人接受联合体投标的，投标人应优先选用福建省建筑业龙头企业作为联合体成员，自愿组成联合体的应由 <strong>/</strong>为牵头人，且各方应具备其所承担招标项目承包内容的相应资质条件；承担相同承包内容的专业单位组成联合体的，按照资质等级较低的单位确定资质等级。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.4. 本招标项目<strong> 不应用</strong>福建省建筑施工企业信用综合评价分值。应用福建省建筑施工企业信用综合评价分值的项目，投标人的企业季度信用得分为<strong>/</strong>类。应用福建省建筑施工企业信用综合评价分值的，投标人的企业季度信用得分不得低于60分；以联合体参与投标的，投标人的企业季度信用得分按具有 <strong>/</strong> 施工总承包资质的联合体成员中的最低企业季度信用得分确定。投标人的企业季度信用得分，可通过福建省建筑施工企业信用综合评价系统（从福建住房和城乡建设网的“福建省住房和城乡建设综合监管服务平台”登录）查询。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.5. 投标人“类似工程业绩”要求：<em> / </em>个；“类似工程业绩”是指：自本招标项目在法定媒介发布招标公告之日的前五年内（含本招标项目在法定媒介发布招标公告之日）完成的并经竣工验收合格的 / 。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.6. 各投标人均可就本招标项目上述标段中的1 个标段投标，但最多允许中标 1个标段。（适用于分标段的招标项目）</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.7. 其他资格要求：①投标时，未发现投标人和拟派本工程项目管理班子成员因违法违规被有关行政监督部门取消或限制本招标项目的投标；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.8. 本招标项目采用<strong>资格后审</strong> 方式对投标人的资格进行审查。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.9. 本招标项目不要求投标人在招投标期间缴纳农民工工资保证金。 </p>
<p style="margin-left:0;text-indent:34px;line-height:125%">4. <strong>招标文件的获取</strong></p>

<p style="text-indent: 34px;line-height: 125%">本招标项目采用的评标办法：<strong>简易评标法</strong>。</p>
<p style="margin-left:34px;line-height:125%"><strong>6.投标保证金的提交</strong></p>
<p style="margin-left: 34px;line-height: 125%">6.1.投标保证金提交的时间：<strong>投标截止时间之前</strong> 。</p>
<p style="margin-left: 34px;line-height: 125%">6.2.投标保证金提交的金额：<strong>人民币</strong><strong>贰万伍仟元整</strong><strong>（</strong><strong>￥</strong><strong>25</strong><strong>000</strong><strong>）</strong> 。</p>
<p style="text-indent: 34px;line-height: 125%">6.3.投标保证金提交的方式： ①从投标人企业基本账户以电汇或银行转账的形式汇达投标保证金指定账户；②或按福州市建设工程招标投标年度投标保证金制度交存年度投标保证金；③或按照福建省建筑业龙头企业有关规定交存年度投标保证金。</p>
<p style="margin-left: 34px;line-height: 125%"><strong>7.</strong><strong>投标文件的递交</strong></p>
<p style="margin-left: 34px;line-height: 125%">7.1.投标文件递交的截止时间（投标截止时间，下同）：<strong>201</strong><strong>9</strong><strong>年</strong><strong>6月3日</strong><strong>09</strong><strong>时</strong><strong> 30</strong><strong>分</strong>，提交地点为<strong>福清市音西街道福人路行政服务中心本项目开标室。</strong></p>
<p style="margin-left: 34px;line-height: 125%"><strong>7.2.</strong><strong>投标人</strong><strong>在递交投标文件的同时，投标人的法定代表人(或其委托代理人</strong><strong>）</strong><strong>必须到场，且应出示其本人身份证（原件及复印件） (委托代理人还应随带并出示授权委托书原件)和购买招标文件收款凭证复印件（原件核验），上述资料复印件均需加盖投标人单位公章，否则招标代理单位将拒绝签收。每一张购买招标文件收款凭证原件只能递交一家投标人的投标文件</strong>。</p>
