<p style="text-indent: 33px;line-height: 150%">本招标项目 福清市公安局项目高压增容工程已由福清市发展和改革局文件 以 融发改审批156号 批准建设，建设单位为福清市公安局， 建设资金来源市财政拨款和业主自筹 ，招标人为 福清市公安局，委托的招标代理单位为福建省闽庆招标咨询有限公司。本项目已具备招标条件，现对该项目的施工进行邀请招标。</p>
<p style="margin-left:0;text-indent:34px;line-height:150%;vertical-align:auto"><strong>2. </strong><strong>项目概况和招标范围</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.1. 工程建设地点： 位于福清市龙江街道苍霞村 ；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.2. 工程建设规模及内容： 本项目为现有民警训练基地的改扩建工程中的部分电力设施工程，工程发包价为887472元，K值=10%；</p>
<p style="margin-left:0;text-indent:34px;line-height:125%;vertical-align:auto">2.3. 招标范围和内容：</p>
<p style="margin-left:34px;line-height:125%;vertical-align:auto">（1）工程类别：安装工程；</p>
<p style="margin-left:34px;line-height:125%;vertical-align:auto">（2）招标类型：施工承包；</p>
<p style="margin-left:34px;line-height:125%;vertical-align:auto">（3）招标范围和内容： 福清市公安局项目高压增容工程，具体以本工程控制价为准，工程图纸为依据；</p>
<p style="text-indent:32px;line-height:125%;vertical-align:auto">其中，用于确定企业资质及等级的相关数据：/ ；</p>

<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.4. 招标控制价（即最高投标限价，下同）：按986080元；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.5. 工期要求：总工期为 60 日历天，定额工期 / 个日历天（适用于国家或我省对工期有规定的项目）；其中各关键节点的工期要求为（如果有）/；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.6. 标段划分（如果有）： / ；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.7. 质量要求： 符合《工程施工质量验收规范》合格标准。</p>
<p style="margin-left:0;text-indent:34px;line-height:150%;vertical-align:auto">3. <strong>投标人资格要求及审查办法</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 23px"><strong>3.1. </strong><strong>本招标项目要求投标人须</strong><strong>具备建设行政主管部门核发有效的电力工程施工总承包企业叁级（及以上）资质或输（送）变电工程专业承包企业叁级（及以上）资质或建筑机电安装工程专业承包叁级（及以上）资质</strong><strong>。</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 23px"><strong>3.2. </strong><strong>须具备电力监管机构颁发的《中华人民共和国承装（修、试）电力设施许可证》，具备承装、承修、承试四级及以上资质；凡取得福州电监办以外的国家电力监管委员会派出机构颁发的许可证的投标人必须提供已在福建电监办备案的备案证明。</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 23px"><strong>3.3. </strong><strong>具备建设行政主管部门核发的有效的《施工企业安全生产许可证》。</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 23px"><strong>3.4. </strong>投标人拟担任本招标项目的项目负责人须具备有效的不低于<strong>贰级机电工程专业</strong>注册建造师执业资格（或建造师临时执业资格），并具备有效的安全生产考核合格证书（B证）<strong>，上述有效证件上的工作单位应与申请人单位名称一致且在递交资格申请文件和本工程施工期间无其他在建工程。</strong></p>
<p style="line-height: 125%"> 备注：依据建市施函〔2017〕24号文规定：本工程项目负责人若为一级临时注册建造师的应满足以下要求，否则按资格审查不合格处理：2017年9月15日前一级建造师临时执业证书延续注册到期的人员，应于2017年8月31日前提出再次延续注册申请；2017年9月16日后一级建造师临时执业证书延续注册到期的人员，应在延续注册有效期届满30日前提出再次延续注册申请。依据闽建许〔2015〕274号文规定：若为一级建造师，投标人因办理相关注册业务无法提供注册证书原件的，应在投标文件中附有省住房和城乡建设厅行政服务中心出具的《福建省建设类执业资格注册证书有效性证明》，否则按资格审查不合格处理。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.5. 本招标项目不接受联合体投标。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.6. 本招标项目不应用 福建省建筑施工企业信用综合评价分值。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.7. 投标人“类似工程业绩”要求：<em> / </em>个； </p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.8. 各投标人均可就本招标项目上述标段中的 / 个标段投标，但最多允许中标 / 个标段。（适用于分标段的招标项目）</p>

<p style="text-indent:33px;line-height:150%;vertical-align:auto">凡有意参加投标者，请于 2018 年 11 月 22 日至 2018年 11 月 28 日（法定公休日、法定节假日除外），福清市建设工程交易中心网（网址：www.fqztb.com），采用匿名方式报名并下载电子招标文件，费用500元，售后不退。</p>
<p style="margin-left:0;text-indent:34px;line-height:150%;vertical-align:auto"><strong>5. </strong><strong>评标办法 </strong></p>
<p style="text-indent: 34px;line-height: 150%">本招标项目采用的评标办法：简易评标法（K=10%）。</p>
<p style="margin-left:0;text-indent:34px;line-height:150%;vertical-align:auto">6. <strong>投标保证金的提交</strong></p>
<p style="margin-left: 34px;line-height: 150%">6.1.投标保证金提交的时间： 投标截止时间前 。</p>
<p style="margin-left: 34px;line-height: 150%">6.2.投标保证金提交的金额： 人民币壹万柒仟元整（￥17000元）。</p>
<p style="text-indent:32px;line-height:150%">6.3.投标保证金提交的方式：①应在投标截止时间之前从以电汇或银行转账的形式，从投标人所在地银行的投标人企业基本帐户汇达本项目指定账户；②或按榕建招38号文规定交存年度投标保证金，如果年度投标保证金的金额不足时，不足的部分按本条款①的方式补足；③或按照福建省建筑业龙头企业有关规定交存年度投标保证金。</p>

<p style="margin-left: 0;text-indent: 34px;line-height: 25px"><strong>7.1. </strong>投标文件递交的截止时间（投标截止时间）：2018年 12 月 7 日 9 时 30 分，提交地点为福清市音西街道福人路行政服务中心本项目开标室。<strong>在递交投标文件的同时，委托代理人持身份证原件、授权委托书原件（由法定代表人到场参加的，须持身份证原件、法定代表人资格证明书原件）、拟派出的项目经理的建造师注册证书（或临时执业证书）复印件（加盖公章）以及购买招标文件的凭证原件到场登记，逾期送达的或不符合规定的投标将被拒绝</strong><strong>。</strong></p>
