<p style="margin-left:34px;line-height:29px"><strong>3. </strong><strong>投标人资格要求及审查办法</strong></p>
<p style="text-indent:32px;line-height:29px"><strong>3.1. </strong><strong>本招标项目要求投标人应具备建设行政部门核发有效的市政公用工程施工总承包三级及以上资质、或水利水电工程施工总承包三级及以上资质和有效的《施工企业安全生产许可证》</strong><strong>。</strong></p>
<p style="text-indent:32px;line-height:29px"><strong>3.2. </strong><strong>投标人拟担任本招标项目的项目负责人（即项目经理，下同）应具备有效的不低于贰级市政公用工程、或水利水电工程专业注册建造师执业资格（含临时注册），并持有有效的安全生产考核合格证书B证</strong><strong>。</strong></p>
<p style="text-indent:32px;line-height:29px"><strong>备注：依据建市施函24号文规定：本工程项目负责人若为一级临时注册建造师的应满足以下要求，否则按资格审查不合格处理：2017年9月15日前一级建造师临时执业证书延续注册到期的人员，应于2017年8月31日前提出再次延续注册申请；2017年9月16日后一级建造师临时执业证书延续注册到期的人员，应在延续注册有效期届满30日前提出再次延续注册申请。依据闽建许274号文规定：若为一级建造师，投标人因办理相关注册业务无法提供注册证书原件的，应在投标文件中附有省住房和城乡建设厅行政服务中心出具的《福建省建设类执业资格注册证书有效性证明》，否则按资格审查不合格处理</strong><strong>。</strong></p>
<p style="margin-left:34px;line-height:29px">3.3. 本招标项目 <strong>不接受 </strong>联合体投标。</p>
<p style="margin-left:34px;line-height:29px">3.4. 本招标项目 <strong>不应用 </strong>福建省建筑施工企业信用综合评价分值。</p>
<p style="margin-left: 34px;line-height: 29px">3.5. 投标人“类似工程业绩”要求： / 个； </p>
<p style="text-indent:32px;line-height:29px">3.6. 各投标人均可就本招标项目上述标段中的 / 个标段投标，但最多允许中标 / 个标段（适用于分标段的招标项目）。</p>
<p style="text-indent:32px;line-height:29px"><strong>3.7. </strong><strong>其他资格要求：（1）投标时，投标人和拟派本工程项目管理班子成员没有因违法违规被有关行政监督部门取消或限制本招标项目的投标；(2)投标时，投标人相应建筑业企业资质被资质许可机关责令限期改正的，投标人在整改期间不得以责令限期改正有关的资质参与投标。（3）投标人应在人员、设备、资金等方面具有承担本招标项目(标段)施工的能力，具体要求详见招标文件。（4）投标人具备合格有效的营业执照，为福清市行政区域内注册设立的并具有独立法人资格</strong>。</p>
<p style="margin-left: 34px;line-height: 29px">3.8. 本招标项目采用 <strong>资格后审 </strong>方式对投标人的资格进行审查。</p>
<p style="margin-left: 34px;line-height: 29px">3.9. 本招标项目 <strong>不要求 </strong>投标人在招投标期间缴纳农民工工资保证金。</p>
<p style="margin-left:34px;line-height:29px"><strong>4. </strong><strong>招标文件的获取</strong></p>
<p style="margin-left: 34px;line-height: 29px">4.1. 本招标项目不采用电子招投标。</p>
<p style="text-indent:32px;line-height:29px">4.2. 凡有意参加投标者，请于<strong>2018年 11 月 26 日至2018年 11 月30 日</strong>到福清市建设工程交易网（网址：www.fqztb.com），采用匿名方式投标报名并下载电子招标文件，费用400元，售后不退。</p>
<p style="text-indent:32px;line-height:29px">投标人购买招标文件时无需提供任何证件，也无需签字登记。投标人需要购买招标工程施工图纸的，可提前三天向招标人提出申请。图纸售价不高于《福建省物价局转发国家计委关于印发<招标代理服务收费管理暂行办法>的通知》（闽价服610号）规定的价格。</p>
<p style="margin-left:34px;line-height:29px"><strong>5. </strong><strong>评标办法</strong></p>
<p style="line-height:29px"> 本招标项目采用的评标办法：<strong>简易评标法</strong>。</p>

<p style="text-indent:32px;line-height:29px">注：按方式①,投标人应在汇款凭证上完整注明“闽联审榕招100号”，并告知银行应将项目招标编号进行相关录入，如因投标人汇款凭证未完整注明项目招标编号造成银行无法识别投标保证金到账情况或识别错误的，其责任由投标人自行承担，投标人登录福清市建设工程交易中心网（www.fqztb.com）进行投标报名后交易平台将会按项目为每一投标人随机生成与其对应的投标保证金虚拟子帐号。投标人应通过投标保证金业务系统将投标保证金汇入其虚拟子帐号。投标人可以使用交易平台查询投标保证金的缴交及到账情况，同时按招标文件要求在投标文件中提交相关材料。</p>
