<h3>3.投标人资格要求</h3>
<p style="margin-right:0;margin-left:0;text-autospace:ideograph-numeric"> 3.1.本招标项目要求投标人具备在国内独立法人资格；</p>
<p style="margin-right:0;margin-left:0;text-indent:32px;text-autospace:ideograph-numeric">3.2.本招标项目要求投标人具备建设行政主管部门核发有效的公路工程施工总承包三级及以上资质和《施工企业安全生产许可证》；</p>
<p style="margin-right:0;margin-left:0;text-indent:32px;text-autospace:ideograph-numeric">3.3.投标人拟担任本招标项目的项目负责人应具备有效的不低于二级公路工程专业注册建造师执业资格或有效的不低于二级的公路工程专业建造师临时执业资格，并持有安全生产考核合格证书B证。</p>
<p style="margin-right:0;margin-left:0;text-indent:32px;text-autospace:ideograph-numeric"><strong>备注：依据建市施函〔2017〕24号文规定：本工程项目负责人若为一级临时注册建造师的应满足以下要求，否则按资格审查不合格处理：2017年9月15日前一级建造师临时执业证书延续注册到期的人员，应于2017年8月31日前提出再次延续注册申请；2017年9月16日后一级建造师临时执业证书延续注册到期的人员，应在延续注册有效期届满30日前提出再次延续注册申请。依据闽建许〔2015〕274号文规定：若为一级建造师，投标人因办理相关注册业务无法提供注册证书原件的，应在投标文件中附有省住房和城乡建设厅行政服务中心出具的《福建省建设类执业资格注册证书有效性证明》，否则按资格审查不合格处理。</strong></p>
