<p>1.招标条件</p>
<p>本招标项目福清G228、G534、S209、S310线（旧X174、X175、X176、X178、Y235线）公路安全生命防护工程（项目名称）施工图设计已批准，项目业主为福州市公路局福清分局，建设资金来自养路资金（资金来源），招标人为福州市公路局福清分局。项目已具备招标条件，现对该项目的施工进行公开招标，本次招标采用资格后审。</p>

<p>3.投标人资格要求</p>
<p>3.1 本次招标要求投标人须具有国内独立法人资格，交通部门核发的公路养护工程从业资质二类乙级（招标人根据项目情况填写一类、二类乙级等），或公路工程施工总承包三级及以上和安全生产许可证（招标人可根据项目情况及相关规定的需要，添加其它资质等级和安全生产许可证要求）、 业绩，并在人员、设备、 资金等方面具有相应的施工能力。</p>
<p>√投标人应进入交通运输部“全国公路建设市场信用信息管理系统（http：//glxy.mot.gov.cn）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录中的相应企业名称和资质完全一致。</p>
<p>□投标人应进入福建省交通运输厅“福建省公路水运建设市场信用信息管理系统（http：//218.85.65.4：30050/gzwz/）”中的公路工程施工资质企业名录，且投标人名称和资质与该名录 中的相应企业名称和资质完全一致。</p>
<p>3.2 本次招标不接受（接受或不接受）联合体投标。</p>
<p>3.3每个投标人最多可对1（具体数量）个标段投标；被福建省交通运输主管部门评为 / 信用等级的投标人，最多可对 / （具体数量）个标段投标。每个投标人允许中 / 个标。对投标人信用等级的认定条件为： / 。</p>
<p>3.4与招标人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。</p>

<p>5.投标文件的递交及相关事宜</p>
<p>5.1本次招标不组织踏勘现场。不召开投标预备会。</p>
<p>5.2投标文件递交截止时间（投标截止时间，下同）2018年12月26日9时30分，提交地点为福清市建设工程交易中心</p>
<p>√开标时，投标人在递交投标文件的同时，投标人的法定代表人(或其委托代理人)和项目负责人必须到场（项目负责人和委托代理人可以是同一人）。若为法定代表人到场的，应递交法定代表人资格证明书原件、营业执照复印件；若为委托代理人到场的，应递交授权委托书原件。同时，投标人应提供法定代表人(或其委托代理人)的身份证、项目负责人的身份证、注册建造师执业资格证书的原件、招标文件购买凭证的原件进行核验。上述资料复印件均需加盖投标人单位公章，否则招标代理单位将拒绝签收。每一张购买招标文件收款凭证原件只能递交一家投标人的投标文件。</p>
<p>5.4如遇中心停电或其他不可抗力因素导致不能按时开标、评标的，具体开标时间由招标人与交易中心协商确定后另行通知。</p>
<p>5.5评标结束后，中标候选人提交的投标报价、业绩及项目经理、技术负责人的姓名、个人业绩和相关证书编号，以及被否决投标的投标人名称、否决依据和原因等将在福建省公共资源交易电子公共服务平台（www.fjggfw.gov.cn）、福清建设工程交易中心网（www.fqztb.com）、福州市公路局（http：//glj.fuzhou.gov.cn/）网站上进行公示。</p>
<p>6.评标办法</p>
<p>本招标项目采用的评标办法：□合理低价法（含信用分）/□合理低价法/√固定价随机抽取中标人法。</p>
<p>7.投标保证金的提交</p>
<p>7.1.投标保证金提交的时间： 投标截止时间之前 。</p>
<p>7.2.投标保证金提交的金额： 人民币壹万伍仟元 整（￥15000 元） 。</p>
