<p style="text-indent:32px;line-height:24px">本招标项目福清市石竹街道洋梓村桥梁工程（重新招标）已由<strong>村民代表大会</strong>批准建设，项目业主为<strong>福清市石竹街道洋梓村民委员会</strong>，建设资金来自<strong>市级拨款和自筹</strong>，招标人为<strong>福清市石竹街道洋梓村民委员会</strong>。项目已具备招标条件，现对该项目的<strong>施工</strong>进行<strong>公开</strong>招标。</p>
<h3>2.项目概况与招标范围</h3>
<p style="text-indent:32px;line-height:24px">2.1 建设地点：<strong>石竹街道洋梓村</strong>。</p>
<p style="margin-left:24px;text-indent:8px;line-height:24px">2.2 工程建设规模：<strong>工程控制价为人民币1553961 元，下浮值K为8%，发包价为1429644 元</strong>。</p>
<p style="text-indent:32px;line-height:24px">2.3 招标范围和内容：<strong>福清市石竹街道洋梓村桥梁工程（重新招标）</strong><strong>，桥长50米，具体范围以招标人提供的工程量清单为准，以施工图纸为依据</strong>。</p>
<p style="text-indent:32px;line-height:24px">2.4 工期要求：总工期：<strong>120日历天</strong>。 </p>
<p style="text-indent:32px;line-height:24px">2.5 工程质量要求：<strong>符合交通部《公路工程质量检验评定标准》(JTGF80/1-2012)合格标准</strong>。</p>
<p style="text-indent:32px;line-height:24px">2.6标段划分：<strong>共一个标段</strong>。</p>
<h3>3.投标人资格要求</h3>
<p style="text-indent:32px;line-height:23px">3.1本次招标要求投标人<strong>须具备合格有效的《企业法人营业执照》，并具有独立法人资格</strong><strong>；</strong><strong>同时具备建设行政主管部门批准的公路工程施工总承包三级(或以上)资质</strong><strong>或桥梁工程专业承包三级及以上</strong><strong>资质和《施工企业安全生产许可证》</strong><strong>；不要求业绩，并在人员、设备、资金等方面具有相应的施工能力。</strong></p>
<p style="text-indent:32px;line-height:23px">3.2 投标人拟担任本招标项目的项目经理应具备有效的<strong>不低于二级公路工程</strong>专业注册建造师执业资格(含临时执业资格)，并持有交通行政主管部门核发的安全生产考核合格证书B证。 </p>
<p style="text-indent:28px;line-height:23px"><strong>备注：依据建市施函24</strong><strong>号文规定：本工程项目负责人若为一级临时注册建造师的应满足以下要求，否则按资格审查不合格处理：2017</strong><strong>年9</strong><strong>月15</strong><strong>日前一级建造师临时执业证书延续注册到期的人员，应于2017</strong><strong>年8</strong><strong>月31</strong><strong>日前提出再次延续注册申请；2017</strong><strong>年9</strong><strong>月16</strong><strong>日后一级建造师临时执业证书延续注册到期的人员，应在延续注册有效期届满30</strong><strong>日前提出再次延续注册申请。依据闽建许274</strong><strong>号文规定：若为一级建造师，投标人因办理相关注册业务无法提供注册证书原件的，应在投标文件中附有省住房和城乡建设厅行政服务中心出具的《福建省建设类执业资格注册证书有效性证明》，否则按资格审查不合格处理。 </strong>3.3本次招标<strong>不接受</strong>联合体投标。</p>
<p style="text-indent:32px;line-height:23px">3.4具有投资参股关系的关联企业,或具有直接管理和被管理关系的母子公司,或同一母公司的子公司,或法定代表人为同一个人的两个及两个以上法人不得同时对同一标段投标,否则均按废标处理。</p>
<p style="text-indent:32px;line-height:23px">3.5投标人非处于被责令停业，投标资格被取消，财产被接管、冻结、破产状态。</p>
<p style="text-indent:32px;line-height:23px">3.6投标人未被评定为福建省交通厅2016年度普通公路项目信用考核C、D级施工企业。</p>
<p style="text-indent:32px;line-height:23px">3.7投标人和拟派项目管理班子成员没有存在闽交建29号和榕交建 84号文件规定的法人和自然人的从业限制情形。</p>
<p style="text-indent:32px;line-height:23px">3.8本招标项目招标人对投标人的资格审查采用<strong>资格后审</strong>方式，资格审查内容和标准的其他要求详见招标文件。</p>
<h3>4.招标文件的获取</h3>
<p style="text-indent:32px;line-height:24px">4.1 凡有意参加投标者，请于2018年 12 月 24 日至2018年 12 月 28 日，每日上午9:00时至12:00时，下午2:30时至17:00时(北京时间，下同)，在<strong>福建兴隆市政</strong><strong>A-B601</strong><strong>福州万唯工程技术服务</strong><strong>有限公司</strong>购买招标文件。</p>
<p style="text-indent:32px;line-height:24px">4.2 招标文件资料(含招标文件、工程量清单、控制价、图纸等)每份售价 500 元，售后不退。</p>

<p style="text-indent:32px;line-height:24px">本招标项目采用的评标办法：<strong>在合理造价区间随机抽取中标人方法</strong>。</p>
<h3>6.投标文件的递交</h3>
<p style="text-indent:32px;line-height:24px">6.1 招标人将于下列时间和地点组织进行工程现场踏勘并召开投标预备会。</p>
<p style="text-indent:32px;line-height:24px">踏勘现场时间：<strong>招标人不组织踏勘现场</strong>。</p>
<p style="text-indent:32px;line-height:24px">投标预备会时间：<strong>招标人不召开投标预备会</strong>。</p>
<p style="text-indent:32px;line-height:24px">6.2 投标文件递交的截止时间(投标截止时间，下同)为2019年 1 月 4 日上午9时30分，投标人应于当日上午8时30分至9时30分将投标文件递交至<strong>福建兴隆市政</strong><strong>A-B601</strong><strong>福万唯交易中心本项目开标室。</strong></p>
<p style="text-indent:32px;line-height:24px"><strong>在递交投标文件的同时，投标人的法定代表人(应随带本人身份证原件及营业执照副本复印件)或其委托的代理人(委托代理人应随带授权委托书原件及本人身份证原件)应到场登记原件，并提供购买招标文件收款凭证(一份凭证仅代表一个投标人)原件、复印件，否则，其投标文件不予受理</strong>。</p>
<p style="text-indent:32px;line-height:24px">6.3<strong>逾期送达的或未送达指定地点的或投标文件密封不符合规定要求的投标文件，招标人不予受理</strong>。</p>
<h3>7.投标保证金的提交</h3>
