<p style="text-indent: 33px;line-height: 24px">本招标项目福清市三农中心消防系统升级改造项目工程已批准建设，建设单位为福清市机关事务服务中心 ，建设资金来源市财政拨款，招标人为 福清市机关事务服务中心 ，委托的招标代理单位为福建永诺诚建设发展有限公司。本项目已具备招标条件，现对该项目的施工进行公开招标。</p>
<p style="margin-left:0;text-indent:34px;text-autospace:ideograph-numeric;line-height:24px">2. <strong>项目概况和招标范围</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 24px">2.1. 工程建设地点：福清市；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 24px">2.2. 工程建设规模：发包价：549254元，K=12%；</p>
<p style="margin-left:0;text-indent:34px;text-autospace:ideograph-numeric;line-height:24px">2.3. 招标范围和内容：</p>
<p style="margin-left:34px;text-autospace:ideograph-numeric;line-height:24px">（1）工程类别：房屋建筑工程；</p>
<p style="margin-left:34px;text-autospace:ideograph-numeric;line-height:24px">（2）招标类型：施工专业承包；</p>
<p style="text-indent:34px;text-autospace:ideograph-numeric;line-height:24px">（3）招标范围和内容：具体以本工程控制价为准，工程图纸为依据；</p>

<p style="margin-left: 0;text-indent: 34px;line-height: 24px">2.5. 工期要求：总工期为60个日历天；其中各关键节点的工期要求为/；</p>

<p style="margin-left: 0;text-indent: 34px;line-height: 24px">2.7. 质量要求：符合《工程施工质量验收规范》合格标准。</p>
<p style="margin-left:0;text-indent:34px;text-autospace:ideograph-numeric;line-height:24px">3. <strong>投标人资格要求及审查办法</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 24px">3.1. 本招标项目要求投标人须具备有效的不低于贰级消防设施工程专业承包资质和《施工企业安全生产许可证》。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 24px">3.2. 投标人拟担任本招标项目的项目负责人（即项目经理，下同）须具备有效的不低于<strong>贰</strong>级<strong>机电工程</strong>专业注册建造师执业资格（或建造师临时执业资格），并具备有效的安全生产考核合格证书（B证）。</p>
<p style="text-indent: 28px;line-height: 24px"><strong>备注：依据建市施函〔2017〕24号文规定：本工程项目负责人若为一级临时注册建造师的应满足以下要求，否则按资格审查不合格处理：2017年9月15日前一级建造师临时执业证书延续注册到期的人员，应于2017年8月31日前提出再次延续注册申请；2017年9月16日后一级建造师临时执业证书延续注册到期的人员，应在延续注册有效期届满30日前提出再次延续注册申请。依据闽建许〔2015〕274号文规定：若为一级建造师，投标人因办理相关注册业务无法提供注册证书原件的，应在投标文件中附有省住房和城乡建设厅行政服务中心出具的《福建省建设类执业资格注册证书有效性证明》，否则按资格审查不合格处理。</strong></p>
<p style="text-indent: 32px;line-height: 24px">3.3本招标项目不接受联合体投标。</p>
<p style="text-indent: 32px;line-height: 24px">3.4本招标项目不应用福建省建筑施工企业信用综合评价分值。应用福建省建筑施工企业信用综合评价分值的项目，投标人的企业季度信用得分为房屋建筑（房屋建筑、市政工程）类。投标人的企业季度信用得分不得低于60分；以联合体参与投标的，投标人的企业季度信用得分按具有规定资质的联合体各方中的最低企业季度信用得分确定。投标人的企业季度信用得分，可通过福建省建筑施工企业信用综合评价系统查询，网址：xy.fjjs.gov.cn。</p>
<p style="text-indent: 32px;line-height: 24px">3.5投标人“类似工程业绩”要求：/个；“类似工程业绩”是指：自本招标项目在法定媒介发布招标公告之日的前五年内（含本招标项目在法定媒介发布招标公告之日）完成的并经竣工验收合格的/。</p>
<p style="text-indent: 32px;line-height: 24px">3.6各投标人均可就本招标项目上述标段中的/个标段投标，但最多允许中标/个标段。（适用于分标段的招标项目）</p>
<p style="margin-left: 34px;line-height: 24px">3.7其他资格要求：详见招标文件。</p>
<p style="margin-left: 34px;line-height: 24px">3.8本招标项目采用资格后审方式对投标人的资格进行审查。</p>
<p style="margin-left: 34px;line-height: 24px">3.9本招标项目不要求投标人在招投标期间缴纳农民工工资保证金。 </p>
<p style="margin-left:0;text-indent:34px;text-autospace:ideograph-numeric;line-height:24px">4. <strong>招标文件的获取</strong></p>
<p style="text-indent:32px;text-autospace:ideograph-numeric;line-height:24px">凡有意参加投标者，请于2019年1月24日至2019年1月30日（法定公休日、法定节假日除外），每天上午9时00分至下午17时00（北京时间，下同），到<strong>福清建设工程交易网</strong><strong>（www.fqztb.com）进行投标报名并下载获取招标文件</strong>，每份售价300元，售后不退。</p>
<p style="margin-left:0;text-indent:34px;text-autospace:ideograph-numeric;line-height:24px">5. <strong>评标办法</strong></p>
<p style="text-indent: 34px;line-height: 24px">本招标项目采用的评标办法：简易评标法。</p>
<p style="text-indent:32px;text-autospace:ideograph-numeric;line-height:24px"><strong>6.投标保证金的提交</strong></p>
<p style="margin-left: 34px;line-height: 24px">6.1.投标保证金提交的时间：在投标截止时间之前。</p>
<p style="margin-left: 34px;line-height: 24px">6.2.投标保证金提交的金额：人民币壹万元整（￥10000元）。</p>
<p style="text-indent:32px;text-autospace:ideograph-numeric;line-height:24px">6.3.投标保证金提交的方式：以电汇或银行转账的形式，从投标人所在地银行的投标人企业基本帐户汇达指定账户。</p>
<p style="margin-left:34px;text-autospace:ideograph-numeric;line-height:24px"><strong>7.发布公告的媒介</strong></p>
<p style="text-indent: 28px;line-height: 24px">本次招标公告同时在福建省公共资源交易电子公共服务平台（www.fjggfw.gov.cn）、<strong>福清建设工程交易网</strong><strong>（www.fqztb.com）</strong>、福清市机关事务服务中心公示栏上发布。</p>
<p style="margin-left:32px;text-autospace:ideograph-numeric;line-height:24px"><strong>8.投标文件的递交</strong></p>
<p style="text-indent:32px;text-autospace:ideograph-numeric;line-height:24px">投标文件递交的截止时间（投标截止时间）：2019年2月18日9时30分，提交地点为<strong>福清市音西街道福人路行政服务中心本项目开标室</strong>；<strong>在递交投标文件的同时，委托代理人持身份证原件、授权委托书原件</strong><strong>（由法定代表人到场参加的，须持身份证原件、法定代表人资格证明书原件）</strong><strong>、拟派出的项目经理的建造师注册证书（或临时执业证书）复印件（加盖公章）以及购买招标文件的凭证原件到场登记，逾期送达的或不符合规定的投标将被拒绝。</strong></p>
