<p style="text-align: left; line-height: 150%;"> 福清市渔溪镇日处理2000吨生活污水工程总承包项目（重新招标） 已由 福清市渔溪镇人民政府 以会议纪要批准建设，本招标项目业主为 福清市渔溪镇人民政府 ，建设资金来自 财政拨款 ，招标人为 福清市渔溪镇人民政府 ，委托的招标代理单位为 福建恒茂源工程管理有限公司 。项目已具备招标条件，现对该项目的设计、采购、施工总承包（EPC模式）进行公开招标。</p>
<h2><strong>2. 项目概况与招标范围</strong></h2>
<p style="line-height: 27px; text-indent: 31px;"><strong>2.1项目名称：</strong>福清市渔溪镇日处理2000吨生活污水工程总承包项目（重新招标）</p>
<p style="line-height: 27px; text-indent: 32px;"><strong>2.2</strong><strong>建设地点</strong><strong>：</strong>福清市渔溪镇隆华路、虞溪路。 </p>
<p style="line-height: 150%; text-indent: 32px;"><strong>2.3建设规模：</strong> 污水处理站工程主要建筑、构筑物：格栅井、调节池、厌氧池、缺氧池、好氧（曝气）池、曝气生物滤池、取样井、污泥干化池、反冲洗池、污水处理站设备操作间等。隆华路污水处理站日处理量为1200吨，虞溪路污水处理站日处理量为800吨。</p>
<p style="line-height: 27px; text-indent: 32px;"><strong>2.4工期：</strong>（1）施工总工期为1.5个月，自合同签订生效之日起算。（2）运营管理期：5年（从工程竣工验收及水质达标的次月第1日起算）。</p>
<p style="text-align: left; line-height: 27px; text-indent: 31px;"><strong>2.5招标</strong><strong>范围：</strong></p>
<p style="text-align: left; line-height: 27px; text-indent: 39px;">2.5.1福清市渔溪镇日处理2000吨生活污水工程总承包项目（重新招标）的设计、施工以及采购和试运行等工作，从本工程项目的工程设计至施工准备、采购、工程施工、竣工验收、调试试运行服务、五年运营管理期（含缺陷责任期）全过程；</p>
<p style="text-align: left; line-height: 27px; text-indent: 40px;">2.5.2招标内容包括2.3条款建设规模中全部建设内容的工程设计（含编制概算）、土建施工、设备材料的采购、供货、运输、储存及安装，建筑安装工程施工、调试试验及检查、系统调试试运行、竣工验收等一揽子工作，同时也包括所有材料、备品备件、专用工具、消耗品以及相关技术资料等，以及系统试运行及性能试验和五年运管期（含连续不间断72小时试运行通过后的质保期及完成修补其缺陷责任期内由投标人责任造成的任何缺陷）等的服务。</p>

<p style="line-height: 27px; text-indent: 40px;">2.7.1工程设计质量应符合国家、行业和地方颁发的现行有效的设计、技术规范和规程、技术标准的规定，能顺利通过专家和有关部门的评审。</p>
<p style="line-height: 27px;"> 2.7.2工程施工质量应达到《给水排水构筑物工程施工及验收规范 》(GB 50141-2008)、《给水排水管道工程施工及验收规范》（GB 50268-2008）及其它国家相关规范合格标准。 </p>
<p style="line-height: 25px;"> 2.7.3材料质量标准应达到国家相关材料设备管理条例及相关规范合格标准。</p>
<h2><strong>3. 投标人资格要求</strong><strong>及审查方式</strong></h2>
<p style="line-height: 25px; text-indent: 31px;"><strong>3.1</strong><strong>投标人须</strong><strong>具有独立法人资格，</strong><strong>具备已通过</strong><strong>合法</strong><strong>有效的企业法人营业执照或事业单位法人证书</strong><strong>；</strong></p>
<p style="line-height: 25px; text-indent: 32px;"><strong>3.2</strong><strong>投标人</strong><strong>需</strong><strong>具备</strong><strong>建设行政</strong><strong>主管部门核发有效的①</strong><strong>工程设计综合甲级资质或市政行业（排水工程）专业设计乙级及以上资质；②市政工程总承包叁级及以上资质且具备合格有效的《施工企业安全生产许可证》。</strong></p>

<p style="line-height: 25px; text-indent: 32px;">3.5项目总负责人的资格要求：应具备合法有效的公用设备工程师注册执业资格（专业为给水排水工程），并具有中级工程师及以上职称。</p>
<p style="line-height: 25px; text-indent: 32px;">3.6设计负责人的资格要求：应具备合法有效的公用设备工程师注册执业资格（专业为给水排水工程），并具有中级工程师及以上职称，可由项目总负责人兼任。</p>
<p style="line-height: 27px; text-indent: 32px;">3.7施工负责人的资格要求：应具备合法有效的市政公用工程专业二级建造师注册执业资格（或建造师临时执业证书），并持有安全生产考核合格证书B证，且为投标人本单位在岗员工。</p>
<p style="line-height: 25px; text-indent: 32px;">3.8<strong>投标人及拟派的主要设计人员、施工管理人员在投标时未被有关行政监督部门取消投标资格或限制投标。</strong></p>
<p style="line-height: 25px; text-indent: 32px;">3.9<strong>投标人均非处于被责令停业，财产被接管、冻结、破产状态。</strong></p>
<p style="line-height: 25px; text-indent: 31px;">3.10<strong>投标人自本招标公告发布之日的前三年内无重大诉讼及仲裁情况。</strong></p>
<p style="line-height: 25px; text-indent: 32px;">3.11<strong>本项目接受</strong><strong>联合体投标</strong><strong>。但联合体成员（含牵头人）不得超过2名，联合体投标人还应具备以下资格：联合体牵头人须由联合体成员中具有市政工程总承包叁级及以上资质的单位担任。联合体成员中承担设计任务的单位必须具有工程设计综合甲级资质或市政行业（排水工程）专业设计乙级及以上资质。</strong></p>
<p style="line-height: 25px; text-indent: 32px;">3.12本项目招标采用资格后审方式，投标人必须按招标文件要求报送资格审查资料，其他资格审查条件详见招标文件。</p>
<h2><strong>4. 招标文件的获取</strong></h2>

<p style="line-height: 25px; text-indent: 32px;">4.2招标文件每套售价500元。售后不退。</p>
<h2><strong>5. 投标文件的递交</strong></h2>
<p style="text-align: left; line-height: 25px; text-indent: 32px;">5.1投标文件递交的截止时间（投标截止时间，下同）为2019年2月21日9时30分，地点为<strong>福清市音西街道福人路行政服务中心本项目开标室。在递交投标文件的同时，委托代理人应持委托代理人的身份证复印件、招标文件购买凭证原件（加盖公章）原件备查、一份不需要密封的授权委托书原件到场核验登记（复印件须加盖公章），逾期送达的或不符合规定的投标将被拒绝</strong><strong>。</strong></p>
<p style="line-height: 25px; text-indent: 32px;">5.2 逾期送达的或者未送达指定地点的投标文件，招标人不予受理。招标人和招标代理机构将于递交截止时间前60分钟开始接收投标文件。</p>
<h2><strong>6 本项目采用的评标办法：</strong><strong>综合评估法。</strong></h2>
<h2><strong>7. 投标保证金的提交</strong></h2>

<p style="line-height: 31px; text-indent: 32px;">7.3.投标保证金提交的方式：<strong>从投标人所在地银行的投标人企业基本账户以电汇或银行转账的形式汇到招标人指定的投标保证金账户,并应在电汇或银行转账单上注明“HMY招010号的投标保证金”。</strong></p>
<p style="line-height: 31px; text-indent: 32px;">7.4<strong>投标人登录福清建设工程交易中心网（www.fqztb.com）进行投标报名后交易平台将会按项目为每一投标人随机生成与其对应的投标保证金虚拟子帐号。投标人应通过投标保证金业务系统将投标保证金汇入其虚拟子帐号。投标人可以使用交易平台查询投标保证金的缴交及到账情况，同时按招标文件要求在投标文件中提交相关材料。</strong></p>
