<p style="text-indent: 33px;line-height: 125%">本招标项目<strong>2019年福清市第一期重点项目征迁第三指挥部利桥片区及周边道路征迁房屋拆除工程项目</strong>已由会议纪要批准建设，建设单位为<strong>福清市人民政府龙山街道办事处</strong>， 建设资金来源<strong>上级拨款 </strong>，招标人为<strong>福清市人民政府龙山街道办事处</strong>，委托的招标代理单位为<strong>福建中宏源建设管理有限公司</strong>。本项目已具备招标条件，现对该项目的<strong>施工</strong>进行<strong>公开</strong>招标。</p>

<p style="margin-left: 34px;line-height: 24px">（3）招标范围和内容：<strong>2019年福清市第一期重点项目征迁第三指挥部利桥片区及周边道路征迁房屋拆除工程项目，</strong>具体以招标人提供的工程量清单为准，图纸为依据；</p>
<p style="text-indent:32px;line-height:125%">其中，用于确定企业资质及等级的相关数据：招标控制价2415087元；</p>
<p style=";line-height:125%">用于确定注册建造师等级的相关数据：招标控制价2415087元；</p>
<p style="text-indent:34px;line-height:125%">用于确定类似工程业绩的相关数据：<strong>/</strong>；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.4. 招标控制价（即最高投标限价，下同）：2415087元；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">2.5. 工期要求：总工期为<strong>4</strong><strong>5</strong>个日历天，定额工期 <strong> / </strong>个日历天（适用于国家或我省对工期有规定的项目）；其中各关键节点的工期要求为（如果有）<strong> / </strong>；</p>

<p style="margin-left:0;text-indent:34px;line-height:125%">3. <strong>投标人资格要求及审查办法</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.1. 本招标项目要求投标人须具备有效的不低于<strong> </strong><strong>三</strong><strong> </strong><strong>级</strong><strong>建筑工程</strong><strong>施工总</strong><strong>承包</strong><strong>资质和《施工企业安全生产许可证》</strong>。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.2. 投标人拟担任本招标项目的项目负责人（即项目经理，下同）须具备有效的不低于<strong> 二 </strong><strong>级</strong><strong>建筑工程</strong>专业注册建造师执业资格（或建造师临时执业资格），并具备有效的安全生产考核合格证书（B证）。</p>
<p style="text-indent: 32px;line-height: 125%"><strong>注：依据建市施函24号文规定：本工程项目负责人若为一级临时注册建造师的应满足以下要求，否则按资格审查不合格处理：2017年9月15日前一级建造师临时执业证书延续注册到期的人员，应于2017年8月31日前提出再次延续注册申请；2017年9月16日后一级建造师临时执业证书延续注册到期的人员，应在延续注册有效期届满30日前提出再次延续注册申请。依据闽建许274号文规定：若为一级建造师，投标人因办理相关注册业务无法提供注册证书原件的，应在投标文件中附有省住房和城乡建设厅行政服务中心出具的《福建省建设类执业资格注册证书有效性证明》，否则按资格审查不合格处理</strong><strong>。</strong></p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.3. 本招标项目<strong>不接受</strong> 联合体投标。招标人接受联合体投标的，投标人应优先选用福建省建筑业龙头企业作为联合体成员，自愿组成联合体的应由<strong> / </strong>为牵头人，且各方应具备其所承担招标项目承包内容的相应资质条件；承担相同承包内容的专业单位组成联合体的，按照资质等级较低的单位确定资质等级。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.4. 本招标项目<strong>应用 </strong>福建省建筑施工企业信用综合评价分值。应用福建省建筑施工企业信用综合评价分值的项目，投标人的企业季度信用得分为建筑工程类。应用福建省建筑施工企业信用综合评价分值的，投标人的企业季度信用得分不得低于60分；以联合体参与投标的，投标人的企业季度信用得分按具有<strong> / </strong>施工总承包资质的联合体成员中的最低企业季度信用得分确定。投标人的企业季度信用得分，可通过福建省建筑施工企业信用综合评价系统（从福建住房和城乡建设网的“福建省住房和城乡建设综合监管服务平台”登录）查询。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.5. 投标人“类似工程业绩”要求：<strong> / </strong>个；“类似工程业绩”是指：自本招标项目在法定媒介发布招标公告之日的前五年内（含本招标项目在法定媒介发布招标公告之日）完成的并经竣工验收合格的<strong> / </strong>。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.6. 各投标人均可就本招标项目上述标段中的<strong> / </strong>个标段投标，但最多允许中标 <strong> / </strong>个标段。（适用于分标段的招标项目）</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.7. 其他资格要求： ①<strong>投标时，投标人及拟派的项目负责人、项目技术负责人没有因违法违规被有关行政监督部门取消或限制本招标项目的投标</strong><strong>；</strong></p>
<p style="line-height: 125%"><strong>②投标人因不再符合相应建筑业企业资质标准要求条件被资质许可机关责令限期改正的，投标人在整改期间不得以责令限期改正有关的资质参与投标，否则按否决投标处理</strong>；</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.8. 本招标项目采用 <strong>资格后审</strong> 方式对投标人的资格进行审查。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">3.9. 本招标项目不要求投标人在招投标期间缴纳农民工工资保证金。 </p>
<p style="margin-left:0;text-indent:34px;line-height:125%">4. <strong>招标文件的获取</strong></p>
<p style="margin-left:0;text-indent:34px;line-height:125%">4.1. 本招标项目 不采用电子招投标。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">4.2. 采用非电子招投标的，凡有意参加投标者，请于 2019年1月30日至 2019 年2月 3日（法定公休日、法定节假日除外），福清市招投标网（网址：www.fqztb.com），采用匿名方式报名并下载电子招标文件，费用400 元，售后不退。</p>
<p style="margin-left: 0;text-indent: 34px;line-height: 125%">4.3. 招标图纸每份售价/元，售后不退。投标人若需购买纸质施工图纸，可向招标人提出申请，招标人在三个工作日内提供购买的施工图纸，图纸售价不高于《福建省物价局转发国家计委关于印发<招标代理服务收费管理暂行办法>的通知》（闽价服610号）规定的价格。购买图纸无需提供任何资料，招标文件和图纸售后均不退。</p>
<p style="margin-left:0;text-indent:34px;line-height:125%">5. <strong>评标办法</strong></p>
<p style="text-indent: 34px;line-height: 125%">本招标项目采用的评标办法：<strong>简易评标法（K=</strong><strong>1</strong><strong>2</strong><strong>%）</strong>。</p>
<p style="margin-left:0;text-indent:34px;line-height:125%">6. <strong>投标保证金的提交</strong></p>
<p style="margin-left: 34px;line-height: 125%">6.1.投标保证金提交的时间：<strong>投标截止时间之前(</strong><strong>2019年2月19日9:30分</strong><strong>前)</strong>。</p>
<p style="margin-left: 34px;line-height: 125%">6.2.投标保证金提交的金额：<strong>人民币</strong><strong>肆万捌仟叁佰</strong><strong>元（￥</strong>48300元<strong>）。</strong></p>
<p style="text-indent: 34px;line-height: 125%">6.3.投标保证金提交的方式：<strong>①应在投标截止时间之前从</strong><strong>以电汇或银行转账的形式，从投标人所在地银行的投标人企业基本帐户汇达</strong><strong>本项目</strong><strong>指定账户；</strong><strong>②</strong><strong>或按榕建招38号文规定交存年度投标保证金，如果年度投标保证金的金额不足时，不足的部分按本条款</strong><strong>①</strong><strong>的方式补足</strong><strong>。③或按闽建筑33号规定交存福建省龙头企业年度保证金</strong><strong>。</strong></p>
