rgb(0, 0, 0);">省级资金</span><span leaf="">按照项目建设期内发生的实际设备（含技术、软件）投资额不超过5%的比例给予补助，单个企业最高不超过500万元，其中省级工业龙头企业不超过1000万元。</span></p><span leaf=""><br/></span><p style="line-height:2em;font-size:16px;"><span style="color: rgb(0, 0, 0);">市级资金</span><span leaf="">对符合条件的技改项目按其年度技改设备和信息化建设投资额（不含增值税）的3%给予补助，单个企业最高补助500万元。在此基础上，福清市财政再给予福州市补助金额20%的配套补助。</span></p><span leaf=""><br/></span><p style="line-height:2em;font-size:16px;"><span leaf="">福清市对实施技改的企业给予设备和信息化建设购置额5%的补助，最高不超过25万元。</span></p><span leaf=""><br/></span><p style="line-height:2em;font-size:16px;"><span leaf="">而在改造项目融资贴息方面，省级财政对符合条件的合作银行贷款项目，自首笔贷款资金投放之日起的3年内，给予实际投放贷款年化2%贴息。单个企业或单个项目享受省级财政贷款贴息补助的实际投放贷款额上限原则上不超过3亿元，且不超过该项目总投资的50%。</span></p><span leaf=""><br/></span><p style="line-height:2em;font-size:16px;"><span leaf="">市级财政推出30亿元市级企业技术改造项目融资贷款贴息，重点支持制造业技术改造项目。单个企业投放贷款资金不超过2亿元，用于企业厂房、设备及配套软硬件系统等技改项目固定资产投资，不含土地购置款和其他基建投资，且厂房投资不超过项目总投资额的70%。在企业与金融机构谈判确定贷款利率的基础上，自首笔贷款资金投放之日起的2年内，市财政按2％、各县（市）区按 1%，合计给予年化
