成本2元卖200元，家里漏水维修竟要上万元！

日常生活中，厨房、卫生间发生漏水后，维修非常麻烦，经常要砸墙、砸瓷砖。不过，最近有一种“新技术”，号称不用砸墙、砸瓷砖，仅灌注一种“胶水”，两三个小时就能解决漏水问题。然而有不少消费者投诉，使用了免砸墙堵漏技术，不仅漏水没补好，反而出现了很多意料之外的问题。这是怎么回事？免砸墙堵漏的“新技术”靠谱吗？ <section style="text-align: justify;margin-bottom: 0px;">防水施工出现新技术？</section><section style="text-align: justify;margin-bottom: 24px;">花大价钱却没解决漏水问题</section> 不久前，家住上海的张先生，家中卫生间出现漏水。他在网上搜索“防水”，看到了“新科技防水”的视频，声称“精确找出漏水原因，采用四位一体靶向补漏技术，快速修复家庭漏水问题”。张先生留下联系方式，很快就有维修人员上门。然而，施工结束后，不仅价格远超预期，漏水问题也根本没有解决。<blockquote class="js_blockquote_wrap" data-type="2" data-url="" 24px;margin-top: 24px;"></section><section style="text-align: justify;margin-bottom: 24px;margin-top: 24px;">张先生的遭遇并非个例。家住上海的刘女士同样因为漏水被邻居投诉，她在美团上下单了一项“39元上门检测”服务，上门的两名维修人员同样推荐通过注入一种胶水的方式来堵漏。</section> 第二天，刘女士发现漏水情况并未改善，反复联系维修人员，维修人员声称胶水需要7天的时间凝固。然而7天后，漏水问题还是没有解决。消费者马先生也有类似遭遇。上门维修人员告诉他，有198元和268元两种胶水，都是10年质保，一般要注入10斤左右。最后维修人员注入80斤，总价19800元。胶水每斤成本2元卖200元！ 免砸墙注胶补漏有安全隐患由于收费金额远超预期、漏水点又没有堵住，上海的多名消费者向警方报警。上海警方在收集大量证据后，展开行动，先后以涉嫌诈骗罪和强迫交易罪抓捕多名犯罪嫌疑人。据犯罪嫌疑人交代，他们通常由两三人组成小组，驾驶小货车，随车携带几桶胶水、注浆设备等工具，进行“免砸墙堵漏”作业。据犯罪嫌疑人韩某交代，胶水分为A胶和B胶，两种液体混合后迅速反应为胶状物，他自己也不清楚具体成分。“产品都是从老家批发的，价格比正规产品便宜一半左右。”多名犯罪嫌疑人承认，他们从未接受专业培训，不清楚设备原理和施工规范。记者从中国建筑装饰协会了解到，正规的“免砸墙注胶”所用的材料，多为丙烯酸盐灌浆料。这种材料常用于隧道、水利等大型工程，需高压注浆设备，施工难度较大，一般不用在居民家庭漏水维修。专家指出，在家庭环境中由非专业人员操作高压注浆机，不仅难以真正堵漏，还可能带来新的安全隐患。中国建筑装饰协会住宅装饰装修和部品产业分会副秘书长张寅秋介绍：“这种注胶方式并不是修复防水层，只是把这种材料打到防水层上面的砂浆层，暂时有止漏效果，时间长以后，可能会出现开裂老化、继续渗漏。”建筑防水专家告诉记者，对于房龄较长、存在多点渗漏的住宅，当渗漏水确认是防水层出现问题时，目前最有效的解决方案仍需拆除装饰层重做防水层。虽然工程周期需7到15个工作日，但正规施工可确保防水体系维持5～10年有效期。调查显示，不法分子正是抓住住户“怕破坏装修、求快速解决”的心理实施诈骗。警方取证发现，涉事团伙使用的注胶材料实际成本仅每斤2～3元，可是他们卖给消费者的价格是每斤两三百元，甚至更高。这些三无胶水不仅防水性能存疑，更可能释放有害物质，形成二次污染。 <section style="text-align: justify;margin-bottom: 0px;">伪造二维码、检测报告</section><section style="text-align: justify;margin-bottom: 24px;">三无胶水被包装成进口“高端材料”</section> 在调查中，记者注意到，上海警方查获的胶水桶外包装均为英文标识，且印有二维码。扫描二维码后，页面显示产品名为“纳米结晶灌浆料H-81”，产地标注为德国，通过这样的包装，这些成本仅几元的胶水“成了”德国进口的“高端材料”，零售价高达9188元。民警介绍，经调查，这个二维码是个人申请的，里面的内容可以自由编辑。犯罪嫌疑人想让客户看到什么，就可以编辑成什么样。<blockquote 24px;">记者注意到，犯罪嫌疑人手中保存的“检测报告”，其中一份样品名称为“纳米结晶灌浆料H-81”，另一份为“环氧高弹丙烯酸酯灌浆料”，两份报告编号完全一致，显示出自同一检测机构。</section> 记者据此前往报告上显示的单位进行核查。检测机构人员根据编号找到了对应报告，发现样品名称、委托单位等关键信息与原始报告完全不符，是一个仿冒的报告。据犯罪嫌疑人交代，伪造这些检测报告，目的就是在客户质疑时拿来“背书”，以营造正规、专业的假象。 <section style="text-align: justify;margin-bottom: 0px;">精心设计报价陷阱</section><section style="text-align: justify;margin-bottom: 24px;">以骚扰、恐吓等手段高额收费</section> 然而“高科技进口材料”与“权威检测认证”只是第一步，更具误导性的，是犯罪嫌疑人精心设计的报价陷阱。在销售过程中，维修人员通常会以“少量用胶”为由报出较低费用，取得用户信任后，在施工中大幅增加用胶量，导致最终账单远超预期。即使消费者质疑，也往往迫于现实无奈付款。一旦遇到有消费者对消费金额有异议，这些人就会动用各种手段给消费者施加压力。罪犯李某交代，他们经常使用短信轰炸，电话恐吓等办法催促消费者付款。<blockquote 0.034em;">记者从商家页面上只查到了一张营业执照的图片，显示公司的经营范围是建筑防水卷材产品销售。记者从中国建筑装饰协会住宅产业分会了解到，如果要进行防水施工还需要取得住建部门颁发的施工资质。也就是说，进行防水施工需要营业执照加上施工资质，仅有营业执照是不够的。 </section> 据肖先生介绍，他多次拨打平台客服电话进行投诉，提出要求，查看商家防水施工资质以及商家所销售的产品质量合格证明等，以上要求均未得到回复。我国电子商务法规定，提供网络经营场所、交易撮合、信息发布等服务的就是电子商务平台经营者。平台经营者有法定责任要求入驻商家提交其身份、地址、联系方式、行政许可等真实信息，进行核验、登记，建立登记档案，并定期核验更新。也有法定责任协助消费者维权。那些在平台上发布服务信息，并向维修人员发单的商家，负有商品或服务销售者责任，对消费者的损失应承担相应责任。记者在调查中发现，许多受害消费者在接受维修服务前，既未签署正式施工合同，也未查验防水施工资质，仅凭“一斤胶水多少钱”的口头承诺便同意施工。结果不仅漏水问题未得到有效解决，最终支付的费用远超事前预估，甚至高出数倍、数十倍。专家提醒，即使不懂防水维修的专业知识，也应该严格遵循基本流程——先签明确合同、再进行规范施工、最后根据明细付款。只有这样，才能有效保护自身权益，避免陷入不法分子设置的消费陷阱。
