192);">答：</span></strong>新增供需第一批录取，是我市优化中招录取机制、回应群众关切的重要创新，主要出于以下考虑：</p><p>近年来，每年均有部分考生达到普高（含综合高中班）最低投档控制线，但在第一批普高（含综合高中班）录取时，因填报志愿不够科学等原因滑档，录取五年制高职或中等职业学校。根据我市中考中招政策规定，按志愿投档录取的考生一律不予退档，故此类考生无法参加供需批普高录取。</p><p>因此，2025年我市在第一批普高（含综合高中班）录取结束后，新增供需第一批录取，为滑档考生提供了二次填报普高志愿、争取普高剩余学位的机会，有效减少志愿填报失误对升学选择造成的影响，最大限度保障考生权益，更好地满足群众入读普高的需求，同时进一步优化教育资源配置，缓解“普高学位空置与群众需求未满足并存”的结构性矛盾。</p><p><span style="color: rgb(4, 122, 192);"><strong>2.2025年，福州市中考定向生分配比例和降分幅度均较2024年有了进一步提升，请问，调整定向生分配比例和降分幅度的原因是什么？</strong></span></p><p><span style="color: rgb(4, 122, 192);"><strong>答：</strong></span>2025年定向生比例最高提升至70%，并同步扩大降分幅度至45分，主要基于以下两方面依据：</p><p>一是政策依据层面，2022年10月，福建省教育厅等七部门印发《福建省“十四五”县域普通高中发展提升行动方案》（闽教基〔2022〕43号），要求完善优质普通高中指标到校招生办法，到2025年各地分配比例应逐步提高到不低于70%。近年来，我市定向生分配比例不断提升，2025年，福州一中、福州二中、福州三中西湖校区、福州四中、福州格致中学、福州八中、福建师大附中、福州高级中学、长乐一中吴航校区等9所优质普高学校按当年向福州市区招收普高普通班计划总数的70%作为市区定向生指标。此项调整既是对省级部署的积极响应，也是推动我市义务教育优质均衡发展的关键举措。</p><p>二是数据分析层面，市教育局以往年中考数据为基础进行数据模拟，在2025年定向生分配比例提升的背景下，将定向生降分幅度扩大至45分时，模拟的定向生使用率已超过2024年60%定向生比例降40分时的实际定向生使用率，因此，2025年将定向生降分幅度调整至45分，既能最大限度发挥定向生政策效能，又可避免对优质高中教学秩序造成过大冲击。</p><p>定向生分配比例与降分幅度调整后，在扩大优质教育资源覆盖面的同时，客观上形成了同一高中内部生源学业基础层次差异性扩大的特征。针对这一新形势对教育教学管理提出的新课题，我局将积极指导优质高中加强教学管理，实施精准教学，强化心理健康支持，促进全体学生发展，切实将政策调整转化为教育质量提升的新动能，努力办好人民满意的教育。</p><p><strong><span style="color: rgb(4, 122, 192);">3.《2025年福州市高级中等学校招生考试工作实施细则》中提到，从2026年起取消定向生资格认定户籍地限制，请问，这项政策调整是出于什么考虑？</span></strong></p><p><strong><span style="color: rgb(4, 122, 192);">答：</span></strong>取消定向生资格认定户籍地限制，是福州市深化教育公平、服务新型城镇化战略的重要举措。此项调整主要基于以下三方面考量：</p><p>一是切实贯彻落实国家和省级战略部署。近年来，国家和省级层面出台了一系列文件，要求“加快农业转移人口市民化”。根据《中共中央关于进一步全面深化改革 推进中国式现代化的决定》精神，要推动随迁子女义务教育等享有同迁入地户籍人口同等权利，加快农业转移人口市民化。根据《福建省推进以人为本的新型城镇化战略实施方案（2024—2028年）》精神，要保障随迁子女受教育权利，进一步完善随迁子女在我省平等参加中考中招的政策。福州市积极贯彻落实国家和省关于“加快农业转移人口市民化”的战略部署，进一步完善随迁子女平等参加中考中招的相关政策，推动教育公平，促进社会融合。</p><p>二是进一步提升教育治理现代化水平。2020年，福州市出台《关于进一步降低落户条件壮大人口规模的若干措施》，全面放开落户限制，实现落户“零门槛”。取消定向生资格认定户籍地限制，是对我市“零门槛”落户政策的进一步深化，通过取消定向生户籍限制壁垒，让每一位随迁子女享有同等教育权利。</p><p>三是通过优化资源配置，进一步增强城市活力。经调研发现，省内如厦门、泉州等大部分地市均未对定向生资格认定设置户籍限制条件。取消定向生资格认定户籍地限制后，七年级至九年级学习和学籍均在本地同一所初中学校的随迁子女均可享受定向生资格，此项调整将有效解决外来人口子女升学顾虑，助力福州吸引并留住人才，为城市发展注入新动能。</p><p>基于上述三方面考量，我市从2026年起，取消中考定向生资格认定户籍限制。</p><p><strong><span style="color: rgb(4, 122, 192);">4.《2025年福州市高级中等学校招生考试工作实施细则》中提到，从2026年起取消计生加分。请问，调整计生加分政策的原因是什么？</span></strong></p><p><strong><span style="color: rgb(4, 122, 192);">答：</span></strong>取消计生加分政策，是我市落实国家人口战略、规范中考招录的必然选择，具体原因如下：</p><p>一是政策导向调整。2021年2月，福建省教育厅下发《关于全面落实中考中招改革进一步强化考试招生评价育人导向的通知》（闽教基〔2021〕6号），要求各设区市教育局认真梳理本地区原有的中考中招录取加分政策，进一步减少和规范加分项目和分值，没有省级及以上政策依据的一律取消加分，原则上从 2021年开始执行；特殊情况一时难以取消的，应设置明确的过渡期，最迟到2026年全面取消加分。经调研，省内大部分地市已取消或将于2026年取消中考计生加分政策。</p><p>二是适应人口发展新形势。根据《中共中央
