font-size: 16px;">汾西二中是山西省义务教育初中示范校、山西省德育示范校，始建于1977年，学校占地面积30200平方米，学生人数达2000余人。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">2025年1月，山西省纪委监委制作的反腐专题片《护航》播出，其中就通报了赵孟锁截留、套取学校膳食经费案。人民日报报道称，查处该案源自当地开展的“校园餐”专项整治。去年4月以来，山西省纪委监委在全省范围内开展中小学校园食品安全和膳食经费管理突出问题专项整治。在一次摸排中，汾西县纪委监委从汾西二中的食堂监控视频里发现了端倪。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">汾西县纪委监委办案人员发现，该校食材入库斤数与票据严重不相符，“明明监控显示当天没有进猪肉，怎么单据上写了200斤猪肉？”通过进一步实地走访，汾西县纪委监委发现，食堂的实际食材供货商为汾西二中时任校长赵孟锁的亲弟弟赵某亮，食堂负责人亢某也是赵孟锁的前同事。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">调查发现，2021年，赵孟锁在调任汾西二中校长后没多久，就发现学校向有关部门报送的膳食费用与实际花销存在差距。于是，赵孟锁开始利用制度漏洞谋取个人私利。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">“两个渠道有了余下的钱，一个就是学生实际吃的和你报的，比如说吃包子，初中生吃三个，小学一年级能吃一个，这样下来就有了余额，再一个途径就是管理人员为了周转，他们向学生收的早晚餐的钱，没有全部进入专户。”赵孟锁此前在专题片中说。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">汾西县纪委监委工作人员说：“我们经过统计，2021年9月至2024年5月期间，汾西二中实际应该用于购买食材的费用总额为1072万多元，赵孟锁这些人截留、套取、挤占食材费就达到了420多万元，这些金额占到了食材费总额的40%，不光如此，还存在食材以次充好、菜品以素代荤、结余食材去向不明等情况，真正吃到学生口中的不足60%。”</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">2024年8月，<strong><span style="letter-spacing: 1px; font-size: 16px; color: rgb(217, 33, 66);">赵孟锁被开除党籍、开除公职</span></strong>，涉嫌犯罪问题已被移送检察机关依法审查起诉。在专题片中，赵孟锁面对镜头时忏悔道，“当一名校长很容易，但是要当一名好校长很不容易。一把好牌，让我打得稀巴烂。”</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">报道介绍，“校园餐”专项整治中，单是汾西县纪委监委就发现问题线索31条，处分相关人员共18人。截至目前，山西省纪检监察机关已查处贪占学生餐费、插手招标采购、收受回扣等问题累计立案1827件、处分1994人。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">在全国层面，各地纪委监委近年来也加大力度整治“校园餐”腐败。2025年1月，中央纪委国家监委电视专题片《反腐为了人民》第一集《惩治蝇贪蚁腐》也披露了一起校园餐微腐败典型案例——吉林长春汽车经济技术开发区第七小学校园餐回扣腐败案。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">专题片介绍，自2008年起，吉林省高尔夫餐饮管理公司为第七小学配餐。该公司为同学校保持长期合作关系，同负责此项工作的时任校长、后勤主任达成约定，每餐8元里给两人各一毛钱回扣。2014年，校园餐费涨到了每人每餐12元，回扣也增加到了每人每餐三毛钱。经查，从2010年至2019年，该公司从校园餐费里克扣了70余万元用于单位行贿，其中时任后勤主任戚世国一人就收受23万余元。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px; font-size: 16px;">国家审计署此前发布2023年度审计报告曾披露，2021年至2023年8月，在被重点审计的13省159县中，有66个县挪用了19.51亿元的学生营养餐补助资金，用于偿还地方债务和其他支出。2024年，国家监委督促有关部门首次摸清全国中小学食堂及供餐情况等底数，指导各级监察机关依法查处贪占学生餐费、插手招标采购、收受回扣等问题3.8万件，处分2.3万人。</span></section><section style="line-height: 2em;"><span style="letter-spacing: 1px;
