</p><p style="text-align:justify;line-height: 2em;">2. 扎根于社会生活的文化传统，具有世代相传和鲜明福清地域文化特点和人文特色； </p><p style="text-align:justify;line-height: 2em;">3. 在促进中华民族文化认同、增强社会凝聚力、增进民族团 结和社会稳定，在文化交流中能产生重要纽带作用； </p><p style="text-align:justify;line-height: 2em;">4. 能见证我市重要文化事象或失传的历史记录，及其重要发 展阶段或代表人物，可提供认知我市的文化发展史或某个地区群体性文化发展史； </p><p style="text-align:justify;line-height: 2em;">5. 体现历史与文化多样性的民间习俗、信俗项目。</p><p data-autoskip="1"><p style="line-height:2em;"><strong><span style="font-size:16px;">（一）遴选项目 </span></strong></p><p style="line-height:2em;">1. 福清市文化馆（福清市非物质文化遗产保护中心）应对申报项目名录进行筛选、论证后，组织有关专家对具备申报条件的项目进行评审。 </p><p style="line-height:2em;">2. 各镇街推荐的申报项目，经主管部门审核后，向我局报送。 </p><p style="line-height: 2em;margin-top: 5px;display: block;"><strong><span style="font-size:16px;">（二）申报材料</span></strong> </p><p style="line-height:2em;">1. 项目申报书。包括项目简介、项目具体信息、传承情况、代表性图片、项目论证、保护单位情况、保护计划及经费预算、市级专家委员会论证意见、参与项目论证专家名单、市级文化行政部门审核意见（ 见附件1) 。 </p><p style="line-height: 2em;margin-top: 5px;display: block;">2. 项目申报视频、图片等材料（具体要求见附件2)</p><p style="line-height: 2em;margin-top: 5px;display: block;"><strong><span style="font-size:16px;">（三）材料审核 </span></strong></p><p style="line-height: 2em;text-indent: 2.21428em;">福清市文化馆（福清市非物质文化遗产保护中心）对提交的 推荐申报材料进行审核，不符合要求的退回限期修改。材料审核 从2025年4月 25日开始，提交补充修改材料的截止时间为2025年5月15日，在此期间内未完成修 改或修 改后仍不符合要求的 ，不进入后续评审程序。 </p><p style="line-height: 2em;margin-top: 5px;display: block;"><strong><span style="font-size:16px;">（四）提交正式文件 </span></strong></p><p style="line-height: 2em;text-indent: 2.21428em;">审核通过后，各项目将项目申报书一律以A4纸印制，一式5份（原件）；电子文本 ( Word格式）、文本上所粘贴的照片( JPG格式）、项目申报视频U盘一份。所有申报材料及辅助资料将全

特色的非物质文化遗产项目。 </p><p style="line-height:2em;">4. 在申报过程中，要从严把握以下情况：在同一乡镇（街道） 流传的项目，应归并申报（同一项目不同保护单位）。 </p><p style="line-height:2em;">5. 按照文旅部的要求和《福建省非物质文化遗产名录申报评 审管理暂行办法》的有关规定，应由具体承担项目保护与传承工
