长期从事该项非物质文化遗产传承实践，完整熟练掌握其传承的非物质文化遗产代表性项目知识和核心技艺； </p><p style="text-align:justify;line-height: 2em;">2. 在该项非物质文化遗产的传承中具有明晰的传承谱系，并在一定区域内具有较大影响； </p><p style="text-align:justify;line-height: 2em;">3. 在该项非物质文化遗产项目的传承中具有重要作用，积极开展传承活动，培养后继人才； </p><p style="text-align:justify;line-height: 2em;">4. 根据法律法规政策规定必须具备执业资格的特殊项目，代表性传承人需具备相应的执业资格； </p><p style="text-align:justify;line-height: 2em;">5. 从业年限不少于 8 年； </p><p style="text-align:justify;line-height: 2em;">6. 爱国敬业，遵纪守法，德艺双馨。 </p><p style="text-align:justify;line-height: 2em;margin-top: 5px;display: block;"><strong><span style="font-size:16px;">（二）推荐重点 </span></strong></p><p style="text-align:justify;line-height: 2em;">1. 第一批至第八批尚无非物质文化遗产代表性传承人的项目； </p><p style="text-align:justify;line-height: 2em;">2. 非物质文化遗产项目代表性传承人巳去世或丧失传承能力的项目； </p><p style="text-align:justify;line-height: 2em;">3. 每个项目保 护单位增补推荐数量原则上不超过2人，拟增补的项目申报人年龄原则上不超过70周岁 ，即1955年1月1日以后出生。 </p><p style="text-align:justify;line-height: 2em;margin-top: 5px;display: block;"><span style="font-size:16px;"><strong>（三）以下情况暂不推荐 </strong></span></p><p style="text-align:justify;line-height: 2em;">1. 目前在相关项目领域内存在争议的传承人； </p><p style="background-color: transparent;caret-color: red;">3. 从事非物质文化遗产资料收集、整理、研究与管理、经营、传播等不直接从事非物质文化遗产项目传承工作和活动的公务人员和研究人员； </span></p><p style="text-align:justify;line-height: 2em;"><span style="line-height:2em;">2. 申请人或被推荐人无犯罪证明：一式两份； </p><p style="line-height:2em;">3. 信用承诺书：认真阅读信用承诺书，填写相关内容并签字、按手印、盖章。 </p><p style="line-height:2em;">4. 原有非遗项目补增传承人应提交巳正式公布的非物质文化遗产代表性项目名录文件：一式两份； </p><p style="line-height:2em;">5. 推荐表电子文本； </p><p style="line-height:2em;">6. 申报片，能体现申请人技艺水平的音像资料 (5分钟以内，MP4格式， 分辨率不低于1080p) ; </p><p style="line-height:2em;">7. data-autoskip="1"><p style="line-height:2em;"><span style="font-size:16px;"><strong>（一）遴选项目 </strong></span></p><p style="line-height:2em;">1. 非遗保护中心应对申报项目代表性传承人进行筛选、论证后，组织有关专家对具备申报条件的项目进行评审。 </p><p style="line-height:2em;">2. 各镇街推荐的申报项目代表性传承人，经主要领导审核后， 向我局报送。 </p><p style="line-height: 2em;margin-top: 5px;display: block;"><strong><span style="font-size:16px;">（二）申报材料 </span></strong></p><p style="line-height:2em;">1. 代表性传承人推荐表。（ 见附件 1 ) 。 </p><p style="line-height:2em;">2. 代表性传承人申报视频、图片等材料（ 具体要求见附件 2 ) 。 </p><p style="line-height:2em;">3. 信用承诺书（ 见附件 4 ) 。 </p><p style="line-height: 2em;margin-top: 5px;display: block;"><strong><span style="font-size:16px;">（三）材料审核 </span></strong></p><section style="line-height: 2em;text-indent: 2em;">福清市文化馆（福清市非物质文化遗产保护中心）对提交的 推荐代表性传承人申报材料进行审核，不符合要求的退回限期修 改。材料审核从 2025 年 4 月 25 日开 始， 提交补充修改材料的截止时间为 2025 年 5 月 15 日 ， 在此期间内未完成修 改或修 改后仍不符合要求的，不进入后续评审程序。 </section><p style="line-height: 2em;margin-top: 5px;display: block;"><span style="font-size:16px;"><strong>（四）提交正式文件 </strong></span></p><section style="line-height: 2em;text-indent: 2em;">审核通过后 ，各项目将代表性传承人推荐表一律以 A4 纸印制， 一式 5 份（原件 ）；电子文本 ( Word格式）、文本上所粘贴的照片 ( JPG 认真组织好筛选、论证、评审和申报材料的审核。 </section><section style="line-height: 2em;text-indent: 2em;">3. 各镇街要审慎开展申报推荐工作，坚决破除论资排辈观念。代表性传承人应当身体健康，积极履行传承义务。热心公益事业， 在对台、对外交流中有突出成效的可优先推荐。 </section><section
