style="font-size: 17px;"><p style="text-indent: 2em;"><span style="font-size: 16px;">项目申报人须同时符合以下条件：</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（一）申报人包括下列群体：</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">1.在榕创业的全日制普通大中专院校在校生；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">2.毕业五年内在榕创业的全日制普通大中专毕业生；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">3.在榕创业的全日制技工院校在校生；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">4.毕业五年内在榕创业的全日制技工院校毕业生；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">5.毕业五年内在榕创业、获得国外高等教育学历的留学归国人员。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">毕业五年内指毕业证书时间为2020年1月1日及以后。上述群体包含香港、澳门、台湾人员，院校包含香港、澳门、台湾地区正规高等学校。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（二）申报人已在福州市行政区域内创办独资、合资、合伙企业以及民办非企业单位、农民专业合作社、个体工商户等创业实体，并为该申报项目法定代表人（实体执照载明的负责人）。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（三）申报人项目类型属于公司或合伙企业的，申报人认缴出资比例不低于30%（含30%）。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（四）创业企业或实体在申报及评审期间不属于经营异常状态。</span></p><p style="text-indent: 2em;"><span 16px;">项目申报人须通过网上申报，同时提交以下资料电子版：</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（一）申报人身份证（港澳人员提供港澳居民来往内地通行证，台湾人员提供台湾居民来往大陆通行证）。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（二）营业执照副本或其他创业实体资格证照。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（三）学历相关材料：</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">1.大中专院校在校生提供教育部学籍在线验证报告；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">2.境内大中专院校毕业生提供教育部学历证书电子注册备案表；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">3.持境外学历申报的，或者属于国内院校与国外院校联合办学取得境外学历、学位的，须提供教育部留学服务中心出具的有效证明材料；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">4.技工院校在校生提供全国技工院校在校学籍信息查询报告；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">5.技工院校毕业生提供全国技工院校毕业证书信息查询报告。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（四）申报人出资材料：</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">1.公司、合伙企业提供由市场监督管理部门出具的股东出资情况表；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">2.民办非企业单位和其他组织提供备案的章程；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">3.个人独资企业、个体工商户无需提供。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（五）近三年法人及其股权变更情况说明（自 2022年1月1日起至申报日变更情况及原因说明，格式：X年X月X日-X年X月X日，法人由XX变更为 XX，变更原因：XXX。无变更情况的申明无变更）。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">（六）创业项目计划书（计划书模板可登录申报平台下载）。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><strong><span style="font-size: 16px; color: rgb(13, 80, 199);">（一）网上申报（2月20日8:00—4月2日 17:00）</span></strong></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">项目申报人登录“福建就业网”（网址：https://www.fj99.org.cn/bys/），按要求进行网上注册和项目申报。操作步骤为：点击“创业省级资助项目”，选择“个人办事大厅”，通过“闽政通APP扫码登录”或者“账号密码登录”，完善“个人基本信息”，进入“创业项目申报”。申报操作过程如有疑问，可联系平台技术人员，联系方式0591-87540939。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><strong><span style="font-size: 16px; color: rgb(13, 80, 199);">（二）资格审核（4月25日前）</span></strong></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">资格审核由各县（市、区）人社部门负责组织实施。如对审核结果有异议的，项目申报人可向项目注册地县（市）区人社部门（附件 1）或市人事人才公共服务中心进行申诉。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><strong><span style="font-size: 16px; color: rgb(13, 80, 199);">（三）项目评审（7月31日前）</span></strong></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">对资格审核通过的创业项目进行分级评审，包括书面评审、实地考察和现场答辩三个环节。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><strong>1.书面评审。</strong>市人社部门在5月23日前组织对辖区内工商注册的大中专毕业生创业申报项目进行集中书面评审，并依据项目得分情况和年度指标数量（各地指标按其申报数量占全省总数的比例下达）确定拟推荐上报项目。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><strong>2.实地考察。</strong>实地考察由各县（市）区人社部门组织开展。对经书面评审确定的拟推荐上报项目，各地应安排至少2名工作人员对其申报资格、办公（经营）场所、经营资质和营业状况等进行现场核查并填写实地考察情况表（可登录申报平台下载打印）。被考察对象要提前准备好相关纸质材料装订成册（附件2），待考察时交付工作人员。考察中如发现与申报情况明显不符或弄虚作假的，取消其评审资格，同时进行相应项目递补。各县（市）区人社部门对拟推荐上报入围现场答辩的项目应加强资格审核、实地考察等环节复查复审，严格把关项目资质。实地考察应在6月11日前完成，各项目实地考察情况表、纸质材料及申报汇总表（附件3）须于6月17日前寄送至市人事人才公共服务中心。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><strong>3.现场答辩。</strong>现场答辩由省级人社部门负责组织实施。对各地经书面评审、实地考察后推荐上报的项目，将于7月在福州市集中进行现场答辩，评审确定年度省级资助项目。各项目答辩人须提前准备好现场答辩PPT电子文档并发送至指定邮箱，相关事项和具体时间另行通知。</span></p><p style="text-indent: 2em;"><span
