1px;">（备注车主信息、新车品牌和产品型号、车架号、电池类型、“以旧换新”字样）、新车《非机动车行驶证》（含电子版《非机动车行驶证》）等证明材料。补贴申请由市商务局委托第三方审计机构审核，2025年第三方审计机构确定前，由“2024年电动自行车以旧换新”申报资格第三方审计机构负责审核。市公安局协助审核旧车注销和新车上牌信息与系统数据的一致性，市税务局协助审核企业开具的相关发票数据与系统数据的一致性。市商务局复审通过后，将政府补贴资金拨付给福建银联，由银联直接拨付给个人消费者。</span></p><p style="margin-bottom: 20px;"><strong>（二）材料要求</strong></p><p style="line-height: 2em;margin-bottom: 20px;"><strong><span style="font-size: 16px;letter-spacing: 1px;">1.申请人信息</span></strong><span style="font-size: 16px;letter-spacing: 1px;">：</span><text><span style="font-size: 16px;letter-spacing: 1px;">包括申请人姓名、身份证照片或扫描件（正、反面）；本人持有在境内发行的银联借记卡（储蓄卡）卡号（该银行卡在银行预留的手机号码与云闪付注册手机号需一致）；手机号码（确保提交申请资料的手机号码可正常接收短信）。</span></text></p><p style="line-height: 2em;margin-bottom: 20px;"><strong><span style="font-size: 16px;letter-spacing: 1px;">2.旧车回收信息</span></strong><span style="font-size: 16px;letter-spacing: 1px;">：</span><text><span style="font-size: 16px;letter-spacing: 1px;">上传旧车回购发票照片或扫描件（备注车主信息、旧车号牌、品牌和产品型号、车架号、电池类型、“以旧换新”字样），填写核对旧车号牌、车架号、电池类型以及回收企业名称、开票时间等发票关联信息；上传非本人名下旧车的登记人身份证复印件，复印件上由登记人写明“本人同意将名下XXX（车牌号）电动自行车用于XXX（申请人姓名）参与以旧换新补贴活动，并签字”。每辆旧车回购发票（回收企业开具）仅能用于一次补贴申请。</span></text></p><p style="line-height: 2em;margin-bottom: 20px;"><strong><span style="font-size: 16px;letter-spacing: 1px;">3.新车信息</span></strong><span style="font-size: 16px;letter-spacing: 1px;">：</span><text><span style="font-size: 16px;letter-spacing: 1px;">上传《增值税普通发票》（备注车主信息、品牌和产品型号、车架号、电池类型、“以旧换新”字样），填写核对电池类型和开票时间、企业名称、发票类型、新车发票开具地等发票关联信息；上传《非机动车行驶证》（含电子版《非机动车行驶证》）照片或扫描件，填写核对用户姓名、新车品牌和产品型号、《非机动车行驶证》登记时间、车架号、车牌号等信息。</span></text></p><p style="line-height: 2em;margin-bottom: 20px;"><strong><span style="font-size: 16px;letter-spacing: 1px;">4.时间要求</span></strong><span style="font-size: 16px;letter-spacing: 1px;">。</span><text><span style="color:#0070c0;"><strong><span style="font-size: 16px;letter-spacing: 1px;">旧车回收注销和新车购买注册登记时间应在活动时间内</span></strong></span><span style="font-size: 16px;letter-spacing: 1px;">。其中：回收日期以旧车回购发票上载明的交车时间为准。旧车交售后，需在公安部门完成注销登记，注销日期以旧车办理注销登记的日期为准。新车购买日期以新车《增值税普通发票》载明的开票日期为准。新车应在公安部门完成车辆注册登记，日期以车主发起新车注册申请日期为准。以上所有信息及材料，除旧车注销登记人信息外，其余应为同一个申请人。申请人要确保以上所有材料照片或扫描件清晰、完整。</span></text></p><p style="line-height: 2em;margin-bottom: 20px;"><span style="font-size: 16px;letter-spacing: 1px;">对于2024至2025跨年度完成新车购买及旧车交售流程的，旧车回收注销和新车购买注册登记其中一项须在在活动时间内。</span></p><p style="line-height: 2em;margin-bottom: 20px;"><strong><span style="font-size: 16px;letter-spacing: 1px;">（三）号牌管理</span></strong></p><p style="line-height: 2em;margin-bottom: 20px;"><span style="font-size: 16px;letter-spacing: 1px;">以下五城区是指：鼓楼区、台江区、仓山区、晋安区、马尾区，其它县（市）区、上街（高新区）是指：长乐区、福清市、闽侯县、闽清县、连江县、罗源县、永泰县、上街（高新区）。</span></p><p style="line-height: 2em;margin-bottom: 20px;"><strong><span style="font-size: 16px;letter-spacing: 1px;">1.五城区电动自行车办理流程</span></strong></p><p style="line-height: 2em;margin-bottom: 20px;"><strong><span style="font-size: 16px;letter-spacing: 1px;">（1）旧车回收注销登记</span></strong><span style="font-size: 16px;letter-spacing: 1px;">：需办理回收的黄色号牌、蓝色号牌的电动自行车，其所有人将车辆交售给参与以旧换新的回收拆解企业网点。电动自行车应整车回收,在回收时要有车架编号、蓄电池、电机等主要部件，并取得回收拆解企业出具的《电动自行车回收回执》和旧车回购发票等凭证，号牌由回收拆解企业回收车辆时一并收回，申请旧车注销登记，经公安部门审核后予以注销。回收网点可登录银联“云闪付”APP【首页】【以旧换新】【福州专区】【电动自行车以旧换新】或在“e福州”APP【首页】搜索“电动车赋码”【电动自行车回收网点】查询。</span></p><p 16px;letter-spacing: 1px;">（四）注意事项</span></strong></p><p style="line-height: 2em;margin-bottom: 20px;"><span style="color:#0070c0;"><strong><span style="font-size: 16px;letter-spacing: 1px;">1.申请人须对申请材料的完整性和真实性负责</span></strong></span><span style="font-size: 16px;letter-spacing: 1px;">，应严格按相关要求上传申报资料，并认真核对信息确保准确无误（特别是手机号、收款账号等），避免因格式错误或图像模糊等问题无法通过审核。</span></p><p style="line-height: 16px;letter-spacing: 1px;">3.补贴执行期间可能存在因国家税务系统维护导致商家无法开具发票等不可抗力事件，申请人交售旧车和购买新车前须详细询问网点，避免因不可抗力事件导致无法在活动时间内提交完整有效的申报材料。</span></p><p style="line-height: 2em;margin-bottom: 20px;"><span style="font-size: 16px;letter-spacing: 1px;">4.申请人应严格按相关要求上传申报资料，</span><span style="color:#0070c0;"><strong><span style="font-size: 16px;letter-spacing:
