caret-color: red; color: #d92142;"><strong>支持首店经济高质量发展</strong></span>。（2）释放文旅消费政策红利。<span style="background-color: transparent; caret-color: red; color: #d92142;"><strong>安排</strong><strong>800万元专项资金推动文化旅游发展</strong></span>。出台促进入境旅游若干措施，对拓展入境旅游市场、丰富优质入境游产品供给、提升入境游服务品质等给予政策和资金补助。安排约375万元奖励资金，做大境外中转旅客量。（3）开展新春文旅系列活动。<span style="background-color: transparent; caret-color: red; color: #d92142;"><strong>举办福州文旅新春网络消费季活动，发放红包补贴100万元</strong></span>，游客在订购福州星级酒店、景区门票、旅游线路等产品时可予以抵扣。联合全市高星级温泉企业推出迎新春“福州温泉一卡通”。策划推出公益性戏剧展演、非遗体验、文博展览等系列活动300场，营业性演出120场，市县联动开展不少于30场文旅促消费活动。</span></section><section style="line-height: 2em;"></section><section style="line-height: 2em;"><strong>二是提高投资效益方面，包括4条措施。</strong>（1）加快重点项目建设。鼓励省、市重点项目春节期间不停工、少停工、早复工，<span style="color: #d92142;"><strong>新开工180个亿元以上项目，力促重点项目一季度投资超1150亿元</strong></span>。（2）扎实推进“两重”建设。加快“两重”项目建设，<span style="color: #d92142;"><strong>一季度投资完成率超20%，谋划储备项目总投资超1800亿元</strong></span>。（3）加力落实“两新”政策。<span style="color: #d92142;"><strong>推动设备更新项目投资完成率50%以上，储备项目84个以上</strong></span>。<span style="background-color: transparent; caret-color: red;">（1）抓好冬春农业生产。扩大冬种春收粮食作物生产，全面落实春粮面积18.2万亩目标任务，加强2.92万亩油菜管理。巩固生猪产能，保持能繁母猪存栏稳定在10.8万头以上。推进深远海养殖渔场建设，加快推进大黄鱼苗种培育，为深远海养殖提供种苗供应。（2）全力支持春耕春播。实施粮食产能提升行动，落实惠粮政策，储备农资，开展下乡活动，调度农机具，发挥水稻工厂化育秧示范点作用。（3）加快林业产业发展。安排资金扶持林下经济，建设10个林下经济示范项目，推进花卉产业项目，一季度完成年度造林任务70%以上。</span></p><p> </p><p style="line-height: 2em;"><strong>二是夯实二产增长支撑方面，包括4条措施。</strong>（1）推动企业增产增效。对符合2025年一季度省级增产增效奖励条件的，且一季度产值同比增长6%及以上的企业（包括2025年一季度新投产纳统的企业），在省级奖励的基础上，市财政再给予50%的配套奖励，单家企业配套奖励最高不超过40万元。<span style="background-color: transparent; caret-color: red;">（2）鼓励企业早开工不停工。对符合市级“推动企业增产增效”政策奖励标准，且1—2月用电量占一季度用电量比例不低于60%的企业，按照最高不超过省级每千瓦时电量实际奖励标准的50%予以奖励，市财政对单家企业配套奖励总额上限提升至60万元。（3）助力企业供需对接。对各地工信部门牵头举办（含承办）的工业产品开拓市场活动，每场活动最高给予100万元奖励；贯彻落实省级供需对接奖励政策，按照活动规模及成效给予每场最高30万元奖励。（4）加快建筑业发展。推动建筑业企业提升资质，上调春节期间建设工程综合人工费指数，保障项目人工费合理计价，推动项目不停工不停产，促进建安投资稳定增长。</span></p><p> </p><p style="line-height: 2em;"><strong>三是促进三产提质扩量方面，包括3条措施。</strong>（1）增强服务业支撑能力。加快服务业集聚区建设，鼓励商贸企业“限下转限上”和新开业纳统。（2）推动房地产业稳定回升。开展房地产暖春促销季活动。做好房地产融资白名单扩围工作。加力实施城中村和危旧房改造。（3）推动金融业稳定增长。用好政银企融资对接机制，强化“财政+部门+国企+金融”联动，各县（市）区每月至少举办1场融资对接会，加大新质生产力领域信贷投放力度，支持市属国有企业境内外发债融资。</p></section></section></section></section></section><p> </p><p style="text-align: center;"><img class="rich_pages wxw-img" style="width: 100%; padding: 10px;"><section style="line-height: 1.75em; font-size: 17px; color: #333333; background-color: transparent;"><p style="line-height: 2em;">优质发展环境是经济社会发展的重要保障，福州市从多个方面入手，致力于营造良好的发展环境，激发市场主体活力和创造力。主要有以下6条措施：</p><p style="line-height: 2em;"> </p><p style="line-height: 2em;">（1）推动营商环境持续优化。加强法治化营商环境建设，落实“高效办成一件事”事项，推行专项信用报告替代无违法记录证明。加力向民间资本推介一批重大项目，一季度力争全市新增储备项目17个、总投资超17亿元。（2）组织开展走访对接。抢抓春节期间侨商返乡、榕商返榕招商窗口期，组织开展“点对点”招商，推动榕商加快回归。加强上门走访，推动惠企政策进企业、进园区，为企业提供岗位收集、技能培训、用工保障等服务。（3）强化要素资源保障。落实重大项目用地指标，统筹保障各类重点项目和民生工程用地需求，支持盘活利用已备案的围填海存量。对未按序时进度要求使用的林地定额进行调剂，保障急需开工重点项目用林需求。（4）全力做好稳就业保用工。对春节期间保持连续生产、积极采取措施稳定职工队伍的工业重点企业，按300元/人标准给予一次性稳定就业奖补。社会机构（含商会）、企业“老带新”员工（老员工“以工引工”），一季度为企业引进新劳动力并稳定就业1个月以上的按500元/人标准予以一次性用工服务奖补。举办“好年华 聚福州”2025年春季高校毕业生大型供需招聘活动，组织“春风行动”系列招聘活动。（5）强化小微企业融资支持。持续开展“千企万户大走访”活动，力争实现对正常经营小微企业走访全覆盖、有效融资需求对接100%。用好贷款贴息政策，降低小微企业综合融资成本，优化放款流程。（6）加大融资担保服务力度。预算安排1000万元融资担保发展专项资金，充分运用各级奖补资金，持续推动政府性融资担保业务扩面增量。</p></section></section></section></section></section><p> </p><section style="font-size: 16px;
