style="font-size:16px;">为提高预算完整性，加快预算执行进度，现提前下达你市、县（区）2025年校舍安全保障长效机制中央补助资金万元（具体金额详见资金安排表），收入列“1100245教育共同财政事权转移支付收入”，支出款列“2050299其他普通教育支出”科目。待2025年预算年度开始后，按程序拨付使用。现将有关事项通知如下：</span></p><p 175);"><strong>一、规范资金使用。</strong></span>各市、县（区）要严格按照《福建省中小学校舍安全保障长效机制补助资金管理办法》（闽财教〔2021〕22号）、《福建省城乡义务教育补助经费管理办法》(闽财教〔2020〕10号）等有关规定，按照轻重缓急原则，结合项目成熟条件，规范安排补助资金，确保资金不超范围使用。</span></p><p barrier-free-idx="151" tabindex="0" barrier-free-leaf-idx="61"><br/></p><p style="text-indent: 2em;line-height: 2em;"><span style="font-size:16px;"><span style="color: rgb(5, 115, 175);"><strong>二、加强项目管理。</strong></span>各市、县（区）要根据《福建省教育厅关于进一步加强中小学和公办幼儿园建设项目实施管理工作的通知》（闽教发〔2020〕5号）要求，做好项目前期准备工作，严格项目审核，对没有明确资金来源、超出专项资金使用范围的项目，一律不得批复。项目批复后报省教育厅、财政厅备案，各市、县（区）要严格按照批复项目规范组织实施，坚持“质量第一”原则，加强项目建设管理，按时保质保量完成建设任务。</span></p><p barrier-free-idx="152" tabindex="0" barrier-free-leaf-idx="62"><br/></p><p style="text-indent: 2em;line-height: 2em;"><span style="font-size:16px;"><span style="color: rgb(5, 115, 175);"><strong>三、落实主体责任。</strong></span>各设区市要强化地方主体责任意识，严格按照闽财教〔2020〕10号、闽财教〔2021〕22号规定加强资金管理，严格执行国库集中支付制度，及时主动公开资金安排和使用情况，接受审计、监察及社会各界监督，同时要加强对资金的监督检查，确保专款专用。此次资金为提前下达部分，绩效目标将随后续资金一并下达，请进一步健全全过程预算绩效管理机制，完善绩效目标管理，做好绩效监控和绩效评价，提高资金使用效益，严禁滞拨缓拨资金，严禁挤占、挪用、截留、克扣资金。</span></p><p 175);">四、加强监督管理。</span></strong>中小学校舍安全保障长效机制补助资金列入转移支付预算执行常态化监督范围，各级财政部门要严格按照“农村校舍安全保障长效机制补助”方向，在预算管理一体化系统中及时接收、登录和下达预算指标，保持“追踪”标识不变，依托转移支付监控模块，加强日常监管，提高转移支付资金管理使用的规范性和有效性。</span></p><p
