2em;text-indent: 0em"><br/></section><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">为确保福清市欢度国庆“龙腾玉融 国富民强”公益演唱会顺利进行，现决定在活动举办期间，对两馆一中心及周边区域的民用小型航空器和空飘物采取临时性行政措施。有关事项如下：</span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px"><br/></span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">一、管制时间：</span><strong><span style="font-size: 16px;color: rgb(217, 33, 66)">2024年10月1日18:00</span></strong><span style="font-size: 16px">至</span><strong><span style="font-size: 16px;color: rgb(217, 33, 66)">2024年10月1日22:00</span></strong><span style="font-size: 16px">。</span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px"><br/></span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">二、管制区域：</span><strong><span style="font-size: 16px;color: rgb(217, 33, 66)">两馆一中心及周边区域，北至清荣大道，南至音埔街，西至康达路，东至永乐路</span></strong><span style="font-size: 16px">。</span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px"><br/></span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">三、本通告适用于对轻型和超轻型飞机、轻型直升机、滑翔机、小型以下无人机、三角翼、滑翔伞、动力伞、热气球、飞艇、航空模型、无人驾驶自由气球、系留气球、孔明灯、大型风筝等民用小型航空器和空飘物的临时性管理。</span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px"><br/></span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">四、公安机关会同民航、气象、体育、农业农村、林业、海洋与渔业、自然资源、生态环境、市场监管、新闻出版广电等部门对民用小型航空器和空飘物进行登记；可以要求相关单位或者人员对其管理、使用的民用小型航空器和空飘物予以临时封存，必要时，也可以直接采取临时封存措施。</span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px"><br/></span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">五、任何单位和个人未经依法批准，不得在本市行政区域内升放无人驾驶自由气球、系留气球、孔明灯、大型风筝等影响飞行安全的空飘物。</span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px"><br/></span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">六、拥有民用小型航空器和空飘物的单位和个人应当严格遵守《通用航空飞行管制条例》《无人驾驶航空器飞行管理暂行条例》和相关规定，依法申报飞行计划和空域，不得擅自飞行。在我市上述一个辖区内的民用小型航空器和空飘物飞行、升放时，应当依法经负责重大活动空中安全的机构或部门同意。</span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px"><br/></span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">七、对拥有民用小型航空器和空飘物的单位和个人，各有关部门应当开展依法从事民用小型航空器飞行和空飘物升放活动的宣传，加强巡查和检查，并建立对民用小型航空器和空飘物监管信息的协同通报机制。</span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px"><br/></span></p><p style="line-height: 2em;text-indent: 2em"><span style="font-size: 16px">八、违反《通告》规定的，对未经批准擅自飞行、升放民用小型航空器和空飘物的处罚：（一）故意在管控区域内，擅自飞行、升放民用小型航空器和空飘物危害公共安全，尚未造成严重后果的，依照《刑法》第一百一十四条之规定，以危险方法危害公共安全罪追究刑事责任；致人重伤、死亡或者使公私财产遭受重大损失的，依照《刑法》第一百一十五条之规定，以危险方法危害公共安全罪追究刑事责任。（二）未经批准擅自飞行、升放民用小型航空器和空飘物的行为，尚不够追究刑事责任的，依照《治安管理处罚法》第二十三条第二款、第二十四条第六款之规定，分别以扰乱公共场所秩序、扰乱大型群众性活动秩序的行为予以处罚。（三）拒不配合公安机关开展登记行为的，依照《治安管理处罚法》第五十条第二款之规定，以阻碍国家机关工作人员依法执行职务予以处罚。（四）未按规定实行实名登记，未按照规定进行报备登记的，依照《无人驾驶航空器飞行管理暂行条例》第四十七条、第五十一条第二款之规定予以处罚。</span></p><p
