letter-spacing: 0.544px; white-space: normal; background-color: rgb(255, 255, 255); text-align: center; line-height: 2em;">执法部门将依法予以严厉处罚</p><p> </p><p><em><strong>新闻多看点</strong></em></p><p> </p><p><em><strong>01</strong></em></p><p><em><strong>为什么叫“伏季休渔”</strong></em></p><p>海洋生物资源又称海洋水产资源，是指海洋中蕴藏的经济动物和植物的群体数量，是有生命、能自行增殖和不断再生（更新）的海洋资源。其中，鱼类、虾类、贝类、藻类等为人类提供了丰富多样的食品、生活用品和工业原料（以海洋生物为原料或从中提取有效成分，生产医药品、保健品等）。</p><p> </p><p>为保护水产经济动物的亲体（产生后一代生物的雌性个体或雄性个体，又称“亲鱼”）和幼体（保护生物繁殖及其幼体成长），国家或国际组织依法规定的禁止从事捕捞生产活动的时期，即“休渔期”（又称“禁渔期”）。休渔期，一般与休（禁）渔区一并实施，是渔业资源管理和保护的措施之一。</p><p data-style="margin-bottom: 0px; letter-spacing: 0.578px; background-color: rgb(255, 255, 255); line-height: 2em;"> </p><p>由于伏季（即暖季，一般以夏季为主，也包括春末，因多在三伏季节左右，故名）气温高，阳光充足，利于海洋藻类和蕨类的繁殖，鱼类的食物就充足。再加上鱼类产卵期多在夏天，休渔期在伏季能更好地让鱼类得到繁殖（及成长、成熟），也对渔业资源的保护起到了良好作用。</p><p> </p><p><em><strong>02</strong></em></p><p><em><strong>中国伏季休渔的起因和范围</strong></em></p><p>中国的伏季休渔制度始于20世纪末，是为缓解上世纪80年代以来由于捕捞强度过大对海洋渔业资源造成的巨大压力，有效养护和合理利用海洋渔业资源，促进海洋渔业的可持续发展而采取的措施。1995年起，中国全面实施海洋（含东、黄、渤海海域）伏季休渔制度。1999年开始，南海部分海域也开始实施了伏季休渔。目前休渔期涵盖范围，包括渤海、黄海、东海和北纬12度以北的南海海域（时间3到4个半月）。</p><p> </p><p><em><strong>03</strong></em></p><p><em><strong>休渔，对渔民及普罗大众的影响</strong></em></p><p>休渔的时间，最长可达3个半月甚至4个半月。休渔期可以让海洋生态得到充分休养，后期渔民捕捞的鱼个体大，产量高，收入也会更高（避免“竭泽而渔”）。此外，各地根据实际情况，为渔民制定了伏季休渔期的惠民政策如发放“休渔红包”及各类补贴等。</p><p> </p><p>注意，根据渔船不同作业方式，休渔时长有所不同：单船桁杆拖网（桁杆拖虾）、笼壶类、刺网和灯光围（敷）网休渔时间为3个月（5.1—8.1）；小型张网渔船休渔时间为3个半月（5.1—8.16）；单锚张纲张网（帆式张网）、拖网及其他未列举海洋捕捞作业休渔时间均为4个半月（5.1—9.16）。</p><p> </p><p>在休渔期阶段，有一部分持有钓具许可证的渔船，还是可以按照规定进行出海作业。另一方面，人们可以按需选购近海养殖鱼类、钓具作业渔获物、远洋渔船运回国内的渔获物、解冻后的冰鲜鱼等。</p><p data-style="letter-spacing: 0.544px;
