福清政协调研：坚持实业立市 以工业“智”造筑牢强市之基

data-md5="6a686"><p>习近平总书记在党的二十大报告指出，要“坚持把发展经济的着力点放在实体经济上，加快发展数字经济，促进数字经济和实体经济深度融合”。工业是实体经济的主体，是我市经济发展的重要支撑，坚定走“实业立市、产业强市”之路，推进企业上云、工业智能制造（建设智能工厂、数字化车间）、夯实“智”发展基础，对推动我市工业高端化、智能化、绿色化发展具有重要的意义。</p></section></section></section></section></section><section data-id="144794" data-type="lspecial02 lspecial04" data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><p data-md5="6a686"><strong>一、我市“数智城市”建设与工业“智”造发展现状</strong></p></section></section><section data-md5="6a686"><section data-md5="6a686">近年来，我市围绕智慧城市管理、数字产业发展，稳步推进数字福清建设，“数智城市”与工业“智”造呈现蓬勃发展态势。</section></section></section></section></section></section><section data-id="144791" data-type="lspecial02 lspecial04" data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><p><strong>01、在“数智城市”方面，重点开展两方面工作。</strong></p><section data-id="120580" data-type="lspecial02" data-md5="b0bcd"><section data-md5="b0bcd"><section data-md5="b0bcd"><section data-md5="b0bcd"><section data-md5="b0bcd"><section data-md5="b0bcd"><p data-md5="b0bcd">一是智慧城市建设。“十三五”以来，累计投资7.7亿元，推动建立智慧福清政务平台、美丽福清监管、文明城市创建等应用平台。启动大数据信息、农村公路养护等9个信息化、智慧化平台项目建设，建成“智慧城管”综合执法平台，实现行政处罚自动化、执法行为标准化、执法装备智能化。二是政务服务水平提升。推广“互联网+政务服务”模式，基本实现日常管理和数据存储信息化、无纸化，提高政务服务便捷性和工作效率；上线“智慧福清”APP，提供食安追溯、咨询、认证、检测等服务；推动公共服务向农村延伸，东张镇道桥村、江镜镇江镜村等6个村开展“数字乡村”建设，彰显数字治理成效。</p></section></section></section></section></section></section><section><p><strong>02、在工业“智”造方面，重点开展两方面工作。</strong></p></section><section data-id="120580" data-type="lspecial02" data-md5="d098d"><section data-md5="d098d"><section data-md5="d098d"><section data-md5="d098d"><section data-md5="d098d"><section data-md5="d098d"><p data-md5="d098d">一是推动数字产业发展。围绕“延链、补链、强链”，推动以捷联、京东方为龙头的千亿级电子信息产业集群崛起。目前，我市电子信息产业已从单一的器件生产延伸至数字集成系统，建成互联网产业园一期，入驻企业53家，软件产业规模持续壮大。二是推动产业数字应用。在企业“上云上平台”方面，2021年新增企业62家、“两化”融合示范企业49家，福耀公司率先启动工业互联网行业二级节点建设。在平台建设方面，江阴港区、数字元洪、平台元洪加快建设。在数字农业方面，星源农牧、光阳蛋业入选国家级数字农业典型应用场景。</p></section></section></section></section></section></section></section></section></section></section></section></section><section data-id="144790" data-type="lspecial02 lspecial04" data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><strong>二、工业“智”造发展存在的主要问题</strong></section></section><section data-md5="6a686"><section data-md5="6a686">随着数字技术的普及，数字经济为实体经济发展提供了动力源泉。但目前我市工业“智”造应用场景、数字产业、数字人才队伍建设仍存在以下问题。</section><section data-md5="6a686"><strong>01、工业实体经济数“智”化规模有待提升。</strong></section></section></section></section></section></section><section data-id="144788" data-type="lspecial02 lspecial04 lspecial06" data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-id="125962" data-type="lspecial02,lspecial06" data-tools="速排小蚂蚁编辑器" data-md5="f4c49"><section data-md5="f4c49"><section data-md5="f4c49"><section data-md5="f4c49">福耀集团、京东方、核电等产业龙头企业普遍完成信息化改造，工业互联网程度较高，万华化学、中景石化等化工新材料龙头企业工控自动化程度高，智能制造新气象不断显现，数字产业化在福州各市（县区）中名列前茅，但增速低于福州市的平均水平。表现为数字经济核心产业较为薄弱，2021年全市电子信息产业以京东方、捷联电子、捷星科技等为龙头，集聚了29家规上企业，实现产值641.7亿元，占全市规上工业产值26.1%。但除了电子信息产业外，缺乏其他数字经济相关的核心产业与配套，如集成电路、物联网、大数据、软件等产业发展仍相对滞后，基础零部件、电子材料等配套能力较薄弱，相关产业、企业集聚发展度低，产业链不够完整，核心产业规模效益有待提升。</section><section data-md5="f4c49"><strong>02、工业实体经济数“智”化转型相对滞后。</strong></section><section data-md5="f4c49">表现为企业数字应用的意愿不强、能力有限。部分企业仍习惯于固守传统的管理与决策方式，对数据的采集、挖掘与分析不够重视。现有行业头部企业数量少，工业互联网行业二级节点布局建设滞后，企业数字平台条块分割，共享开放、融合分析、数字应用驱动力与产业数字应用场景拓展动力不足；多数中小企业对新技术认识不深，担心装备与数字化投入大，或担心数据安全，对企业上云上平台心存顾虑，存在不会转、不敢转、转不好等问题。产业数字化政策支持力度不到位，数据服务存在短板，企业入网动能不足，云服务停留在表面，数智服务新业态发展有待提升，产业生态环境存在改善空间。</section></section></section></section><section><p><strong>03、工业实体经济数“智”化研发人才供给不足。</strong></p></section><section><section data-id="125962" data-type="lspecial02,lspecial06" data-tools="速排小蚂蚁编辑器" data-md5="56877"><section data-md5="56877"><section data-md5="56877"><section data-md5="56877">我市数字经济人才队伍规模小、缺口大，人才储备不足、结构不合理，制约了数字经济可持续发展。部分制造业企业研制开发的智能装备和产品比重低，对数字化、智能化转型升级的长期效益重视不够，对智能装备产品的研发积极性不高、投入力度不够，导致具有较强竞争力的骨干企业较少，复合型智能制造人才支撑不足；又如智慧服务覆盖人群尚存在较大差异，生活困难、老年人、残障人士等各类特殊群体，与智慧城市发展存在脱节现象。</section></section></section><section data-md5="56877"><section data-md5="56877"><p data-md5="56877"><strong>三、加快工业产业“智”造发展的建议</strong></p></section></section></section></section></section></section></section></section><section data-id="144786" data-type="lspecial02 lspecial04" data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686">坚持问题导向、目标导向，积极融入国家数字经济创新发展试验区(福建)建设，聚焦智慧城市管理和数字经济两大领域，加快产业数字化、数字产业化进程，发展工业互联网标杆企业，构建现代化产业体系，推动“数智城市”高质量发展。</section></section></section></section></section></section><section data-id="144783" data-type="lspecial02 lspecial04 lspecial06" data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section data-md5="6a686"><section><section data-id="121195" data-type="lspecial02,lspecial06" data-md5="fd033"><section data-md5="fd033"><section data-type="lspecial01" data-md5="fd033"><section data-md5="fd033"><section data-md5="fd033"><section data-md5="fd033"><section data-md5="fd033"><p data-md5="fd033"><strong>01、强化“数智城市”基础设施建设。</strong></p></section></section></section><section data-md5="fd033"><section data-md5="fd033"><p data-md5="fd033">一是完善“数智城市”支持政策。制定智慧城市建设运行的管理办法，统筹做好 “数智城市”平台、智慧城市建设项目审批、资金保障、人才引培等工作，强化智慧城市项目要素保障，优化项目建设运营模式，推动数据共享、数据开放、数据交易等要素市场化改革。二是制定“数智城市”阶段推进目标。落实建设经费和运维经费保障，探索政府与企业合作运营模式，采用政府购买服务或合作成立运营公司的形式，引入京东方、华为等专业技术力量，管理运营数字经济发展平台，推动平台功能优化、能力提升和成本降低，提高数字资源应用价值，丰富优质数字资源供给，激发数字创新活力，实现福清“数智城市”可持续健康发展，加快建设福清现代化国际化滨海山水城市。</p></section></section></section></section><section data-type="lspecial01" data-md5="fd033"><section data-md5="fd033"><section data-md5="fd033"><section data-md5="fd033"><section data-md5="fd033"><p data-md5="fd033"><strong>02、推动数字经济核心产业规模发展。</strong></p></section></section></section><section data-md5="fd033"><section data-md5="fd033"><p data-md5="fd033"><em>一是培育发展数字经济核心产业。</em>结合我市产业发展基础，明确数字经济核心产业发展重点，2021年我市电子信息产业产值641.7亿元，数字化产业基础较好，应把新型显示、光电信息产业作为优先选择的重点领域，加快数字产业集聚、龙头企业培育，打造数字经济核心产业发展新高地。延伸数字经济核心产业链，拓展产业互联网、软件开发、新一代通信技术、物联网等电子信息关联产业领域，前瞻部署大数据、人工智能、网络安全等新兴领域，做大做强数字经济核心产业。</p></section></section></section><section data-md5="fd033"><p><em>二是培育发展数字经济核心园区。</em>规划建设数字经济产业园，集聚数字产品上下游企业组团发展。推动我市互联网产业园发展，加快筹建互联网产业园二期项目，提升软件产业核心竞争力，把互联网产业园打造成为大数据、物联网等各类应用软件的综合示范园。加快龙田电商产业园建设，布局电子商务、数字金融、互联网新零售等业态，培育“网络直播”“网商虚拟产业”等数字化网络化服务业。积极培育成长型、骨干型物流企业，引进现代物流龙头企业，广泛应用物联网、人工智能、大数据、云计算等新技术，促进物流业智能化升级。总之，要着力培育形成具有较强竞争力的数字产业集群，成为我市数字经济发展新增长极。</p></section></section></section></section><section data-md5="80d89"><strong>03、推动产业数“智”化转型发展。</strong></section></section></section></section></section></section><section data-type="lspecial01" data-md5="7929a"><section data-md5="7929a"><section data-md5="7929a"><section data-md5="7929a"><p data-md5="7929a">以数字经济和实体经济深度融合为重点，加快产业数字化、智能化应用，促进产业数字化转型、提升发展。</p></section></section></section><section data-md5="7929a"><p><em>一是鼓励支持行业龙头企业率先开展产业数字化应用。</em>在我市工业八大主导产业中，分行业梳理企业数字化转型方案，以行业共性应用场景为切入点，推进特色优势产业、部分企业率先实现整体性数字化转型。可考虑各行业遴选1家头部企业，培育建设相关领域工业互联网二级节点项目试点(目前已有福耀玻璃1家)，引导各产业实施数字化改造，促进重点行业数字化、网络化、智能化转型取得明显成效。</p><p><em>二是支持行业龙头企业率先开展产业互联网应用。</em>树立行业标杆、典型示范，“以点带面”带动具备条件的企业拓展产业数字化应用场景。支持福耀集团、冠捷科技、中能电器等企业实现数字化、智能化改造，打造工业互联网示范平台和应用标杆企业。加快跨境电商互联网平台建设，提升网络销售零售额。推动农业数字化应用，夯实农业智慧应用基础，构筑农产品智能化供销体系，支持光阳蛋业、星源农牧等农业龙头发挥优势打造农业互联网平台，带动农业领域小微企业、个体农户的发展。</p><p><em>三是支持企业上云上平台。</em>拓展“5G+工业互联网”典型应用，鼓励工业互联网平台、云服务商针对我市不同行业数字化需求场景，持续推进智能工厂、数字化车间建设，为中小微企业提供“用得上、用得起、用得好”的数字化解决方案，丰富产业数字化应用场景。</p></section></section><section data-md5="1333c"><strong>04、推动数“智”领域高水平人才队伍建设。</strong></section></section></section><section data-type="lspecial01" data-md5="7929a"><section data-md5="7929a"><section data-md5="7929a"><section data-md5="7929a"><p style="text-align: justify; line-height: 1.75;" data-md5="7929a">根据2018年全国经济普查数据初步测算，到2025年我市数字经济人才需求量约2万余人。为此，建议：一是加强高层次人才引进。深化“融聚英才”行动，创新优秀数字经济人才引进机制，探索采取更加灵活、更加高效的引才方式，对高端、紧缺的数字经济人才实行“一人一策”引进方式；支持行业龙头企业引进急需的数字经济、智能制造优秀人才与团队，对相关科技人才及家属开通落户绿色通道，并依据福厦泉国家自主创新示范区有关政策，给予创办智能制造领域的科技型企业、科研人员股权激励。二是创新数字经济人才培养方式。依托省内外高等院校启动数字经济人才培养基地建设，积极探索“订单式”培养方式，加快培养技能型和应用型数字经济人才，促进产学研用深度协作，最大限度激发人才创新创业创造活力，确保人才引得进、留得住、用得好，共同推动我市数字经济高质量发展。</p></section></section></section></section></section></section></section></section></section></section></section></section></section>
